Biography
Born on September 1, 1947 in the village of Kashnur, Pizhansky district, Kirov region.
Education
He graduated from a teacher training college in 1966, the Kirov State Pedagogical Institute (now the Vyatka State Humanitarian University ) with a degree in history and social studies, in 1974, the Kirov Agricultural Institute (now the Vyatka State Agricultural Academy ) with a degree in economics, the organizer of agricultural production 1981 and the Academy of Social Sciences under the Central Committee of the CPSU.
Activities
Since 1966, he worked as a teacher in an eight-year school in the village of Elkino, Lebyazhsky District, Kirov Region, after which he served in the Soviet Army. In 1969-1971 - instructor of the organizational department of the Pizhan district committee of the CPSU of the Kirov region; was elected first secretary of the Pizhan district committee of the Komsomol. Since 1975 - head of the organizational department of the Pizhan District Committee of the CPSU; in 1977 - chairman of the Pizhan district committee of national control, since 1980 - second secretary, since 1983 - first secretary of the Pizhan district committee of the CPSU of the Kirov region. Since 1986 - Chairman of the Kirov Regional Council of Trade Unions; in 1991-1994 - Chairman of the Federation of Trade Union Organizations of the Kirov Region; since 1994 - manager of the Kirov regional branch of the Social Insurance Fund of the Russian Federation.
Strelnikov was elected a deputy of the Kirov Regional Duma of the second convocation (1997-2001), and headed the commission on veteran affairs and social protection of the population.
March 25, 2001 was elected deputy, April 9, 2001 - Chairman of the Kirov Regional Duma of the third convocation.
He was elected to the State Duma of the Russian Federation on the federal list of the electoral association “UNITY” and “FATHERLAND” - United Russia .
He was awarded the Order of the Badge of Honor and Friendship of Peoples, the medal "For Labor Distinction".
