History
The initial assistants of the Western Church were clergymen from the Roman diocese and bishops , soon a number of papal staff appeared - notaries, apostolic lawyers, Palatine deacons and judges, papal chaplains , etc., later permanent establishments such as penitentiaries , chancery , apostolic chamber or papal office began to form. , a little later, the College of Cardinals arose. The reform of the overgrown administration was carried out by Pope Sixtus V , who gave her limited legal authority and promulgated the apostolic constitution “ Immensa Aeterni Dei ” in 1588 . In the XX century, the curia was reformed three times. The first time was after the proclamation of the apostolic constitution of Pius X “ Sapienti consilio ” in 1908 , which was confirmed without modification by the “Code of Canon Law” of 1917 . The constitution distinguished 3 categories of departments: congregations , tribunals and administrations. The decree of Christus Dominus of the Second Vatican Council expressed a desire for them to be reorganized and internationalized, that is, to attract some bishops of the local Churches and secular representatives from believers. These recommendations were satisfied by Paul VI , who announced on August 15, 1967 the apostolic constitution “ Regimini Ecclesiae universae ”. The last reform, begun by Paul VI , began to be prepared in 1974 and was completed in the spirit of the conciliar ecclesiology by the apostolic constitution of John Paul II “ Pastor bonus ” of June 28, 1988 . According to article 38, each curia office was required to develop a special charter or special standards and submit them for public review.
The Constitution was supplemented by two motu proprio - “ Iusti iudicis ” of the same date (on chicken lawyers) and “ Nil primo anniversario ” of January 1, 1989 (on the establishment of the Office of the Apostolic Capital and its status and on the general charter of the curia approved by the pope on February 4, 1992 years ).
