The State Committee for Television and Radio Broadcasting of Ukraine (State Radio and Television of Ukraine) ( Ukrainian State Committee for Television and Radio of Ukraine (State Television and Radio of Ukraine ) ) is the main body in the system of central executive authorities of Ukraine, which ensures the formation and implements state policy in the field of television and broadcasting, information and publishing sphere.
It is guided by the Constitution and laws of Ukraine, decrees of the President of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted in accordance with the Constitution and laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, and other legislative acts.

Content
History
Until 1991, there were two separate bodies involved in information and publishing policy - the State Committee of the Ukrainian SSR for Creation created in 1963 and the State Committee for Television and Radio Broadcasting of the Ukrainian SSR (State Television and Radio Broadcasting of the Ukrainian SSR) in 1931, which controlled the editors of Ukrainian television and the editorial office Ukrainian radio.
On May 13, 1991, the State Committee of the Ukrainian SSR on Television and Radio Broadcasting was transformed into the State Television and Radio Company of Ukraine (State Television and Radio Broadcasting Company of Ukraine).
In 1992, the State Press Committee of the Ukrainian SSR was liquidated, and the functions of conducting a national policy in publishing, registration of printed materials, and monitoring the implementation of the state order for the publication of textbooks and other individual publications were transferred to the Ministry of Culture of Ukraine. Soon, in May 1993, these functions were taken away from the Ministry of Culture and transferred to the newly created State Committee of Ukraine for Publishing, Printing and Book Distribution, which became the assignee of the State Compress.
In 1994, the Committee was reorganized into the Ministry of Ukraine for Press and Information.
In 1995, the State Television and Radio Broadcasting Company of Ukraine was divided into the National Television Company of Ukraine and the National Radio Company of Ukraine, the State Committee of Ukraine for Television and Radio Broadcasting was reorganized, which is charged with “organizing the implementation of legislative acts in the field of television and radio broadcasting and the relevant decisions of the National Council on Television and Radio Broadcasting, management of state television and radio broadcasting and responsibility for its development, coordination of enterprises , institutions and organizations falling within its sphere of management. ” In addition, the State Committee for Television and Radio Broadcasting of Ukraine was entrusted with the development of long-term plans for the development of state television and radio broadcasting in Ukraine and the coordination of the activities of national, regional and regional television and radio companies, providing them with methodological and organizational and technical assistance.
In 1996, after the adoption of the Constitution of Ukraine, the Ministry of Ukraine for Press and Information was reorganized into the Ministry of Information of Ukraine, and 4 months later the State Committee for Television and Radio Broadcasting and the State News Agency of Ukraine (DINAU) were transferred to it. This continued until 1998, when they were subordinated to the Cabinet of Ministers of Ukraine.
In 1999, the Ministry of Information was liquidated, the State Committee for Information Policy was created in its place, which ensured the implementation of state policy in the information and publishing spheres. A year later, the Goskomteleradio and Goskominformpolitiki merged into one body - the State Committee for Information Policy, Television and Radio Broadcasting of Ukraine, which performs the functions of its predecessors.
In 2002, a third division was created in the structure of the State Television and Radio of Ukraine - State Television and Radio Company "Culture".
In 2003, the State Committee for Information Policy, Television and Radio Broadcasting again became the State Committee for Television and Radio Broadcasting of Ukraine, but continues to perform functions that go far beyond issues of television and radio broadcasting: information policy, publishing, public morality, language policy, and the press. In the same year, the World Television and Radio Broadcasting Service of Ukraine created the Ukrainian Television and Radio Broadcasting Service. The following changes occurred only at the end of 2005, when the language policy issue was removed from the State Radio and Television and transferred to the Ministry of Culture of Ukraine. In early 2006, the function of registering print media, in addition to erotic print media, was transferred to the Ministry of Justice of Ukraine.
Then, in 2006, instead of the name “State Committee of Television and Radio Broadcasting of Ukraine” a new one appeared - “State Committee of Television and Radio Broadcasting”.
The latest changes occurred in May 2011, when, by decree of the President of Ukraine, the name was returned to the State Committee for Television and Radio Broadcasting of Ukraine (Goskomteleradio of Ukraine).
The main tasks of the State Committee for Television and Radio of Ukraine
The main tasks of the State Committee for Television and Radio Broadcasting of Ukraine are to ensure the formation and implementation of state policy in the field of television and radio broadcasting, information and publishing.
In accordance with the tasks assigned to him:
- summarizes the practice of applying legislation on issues within its competence, develops proposals for its improvement and introducing draft laws, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine in the prescribed manner for consideration by the Cabinet of Ministers of Ukraine;
- coordinates draft laws and other legislative acts that are received for approval from ministries and other central executive bodies;
- develops measures to prevent internal and external information impact, which threatens the information security of the state, society, and the individual;
- participates in the formation of a single information space, contributes to the development of the information society;
- together with other state bodies of Ukraine performs information security tasks;
- prepares proposals for improving the public administration system in the field of television and radio broadcasting, information and publishing, printing;
- determines the functioning of the websites of executive authorities and submits to the Cabinet of Ministers of Ukraine proposals on the content of the Unified web portal of executive authorities;
- monitors the content of the websites of executive authorities and submits proposals to these bodies;
- summarizes and submits to the Cabinet of Ministers of Ukraine information on the implementation by executive bodies of systematic explanatory work on priority public policy issues and proposals for improving such work;
- analyzes and predicts market development in the field of television and radio broadcasting, information and publishing, printing;
- contributes to the development of domestic media in Ukraine;
- together with other bodies of state power, takes measures to develop book publishing and book distribution;
- develops activities to popularize domestic book publishing products;
- ensures compliance with the state language policy in the field of television and radio broadcasting, information and publishing;
- together with other government bodies, takes measures to improve the artistic quality of domestic television and radio programs, to protect society from the negative effects of audio and video products, and constitutes a threat to public morality;
- provides advanced training for employees of the media, publishing, printing;
- contributes to the creation and activities of Public Television and Radio Broadcasting, the introduction of terrestrial digital terrestrial broadcasting;
- ensures the unity of measurements, the implementation of metrological control and supervision in the field of state television and radio broadcasting;
- prepares proposals and recommendations for the protection, efficient use and distribution of the national radio frequency resource, intended for the needs of broadcasting, and presents them in the manner prescribed by law;
- participates in the development of state standards for the needs of digital broadcasting;
- acts as a customer for the production and distribution of television and radio programs, publishing products, scientific research in the field of mass media, book publishing and information and bibliographic activities;
- maintains the State Register of Publishers, Manufacturers and Distributors of Publishing Products;
- issues to publishers and book distribution companies a certificate on the issue and / or distribution of at least 50 percent of books in the state language;
- provides methodological support and coordinates the activities of state television and radio organizations, news agencies, publishers, printing companies and book distribution companies, institutions and organizations that belong to the management of the State Committee for Radio and Television of Ukraine;
- ensures the introduction of modern digital technologies in state broadcasting organizations;
- monitors the content of television and radio programs produced by state television and radio organizations;
- submits, in the prescribed manner, to the Cabinet of Ministers of Ukraine on the establishment of a network of correspondent points of state television and radio organizations and news agencies abroad;
- keeps registration (accounting), scientific systematization, receives the obligatory copies of book and periodicals, monitors the timely delivery of the required copy;
- provides state standardization in the publishing sphere, organizes and monitors the assignment of international standard numbers by a publication, by their registration in national and international bibliographic databases;
- provides informational and organizational support for the participation of Ukraine in international telecommunications and book exhibitions, fairs, forums;
- provides in the prescribed manner the preparation and submission of proposals for the appointment of prizes and scholarships in the information and publishing field;
- provides organizational support for the work of the Committee at the annual award of the President of Ukraine “Ukrainian Book of the Year”;
- takes measures to provide state financial support to the media, creative unions in the field of the media;
- provides, within the powers provided by law, international cooperation, participates in the development of projects and the conclusion of international treaties of Ukraine, ensures their implementation;
- summarizes the information of executive authorities on informing the public about the European integration of Ukraine;
- carries out consideration of citizens' appeals on issues related to the activities of the State Committee for Television and Radio Broadcasting of Ukraine, enterprises, institutions and organizations that belong to its sphere of management;
- forms, liquidates, reorganizes enterprises, institutions and organizations, approves their provisions (charters), in the prescribed manner appoints and dismisses their heads, creates a personnel reserve for the positions of heads of enterprises, institutions and organizations that belong to the Goskomteleradio management sphere;
- performs, within the limits of authority provided by law, other functions for managing state property objects that belong to its sphere of management;
Structure
In 2014, in the system of the State Committee for Television and Radio Broadcasting of Ukraine, 24 regional state television and radio companies, the state television and radio company Crimea, as well as regional television and radio companies in the cities of Kiev and Sevastopol functioned

The State Committee for Television and Radio Broadcasting of Ukraine has 16 specialized state publishing houses that ensure the implementation of state policy in the publishing field (in Kiev - Veselka, Vishka Shkola, Dnipro, Zdorovya, Libid, Mistetstvo, “ Music of Ukraine ”,“ Technika ”,“ Ukraine ”,“ Ukrainian encyclopedia named after M. P. Bazhan ”, in Donetsk -“ Donbas ”; in Lviv -“ Kamenyar ”,“ Svit ”; in Odessa -“ Mayak ”; in Uzhgorod - “Karpati”; in Kharkov - “Basis”).
