Herbert Pernis (April 14, 1832, Galle , Saxony-Anhalt - April 21, 1875, Hořovice, Bohemia) - German lawyer, legal scholar, scientific writer, teacher, patriot of Hanover.

He graduated from Pfort school, then studied law at the University of Bonn, which he graduated in 1855 with a doctorate in law. In 1857 he was appointed professor of law in Gottingen, in 1862 he became a member of the Hannover Chamber. In 1866, when Hannover was annexed to Prussia, voluntarily gave up the title of professor down and became the representative of the electrified Hessen without compensation in Berlin in 1867. He died in the castle of Hořovice, where the Elector went into exile.
