Anatoly Iosifovich Levkovich ( Belorussian. Anatol Iosifavich Lyakkovich ; born June 9, 1953 , Gomel region , Dubrov village) - Belarusian politician , one of the founders of the Belarusian Social Democratic Party Hramada [1] and the social democratic movement in the Republic of Belarus , candidate of philosophical sciences , associate professor [2] .

Early years

Anatoly Levkovich was born into a peasant family who lived in the depths of Gomel Polesie . He began his career at 13 at a brick factory. After graduating from an eight-year school, he continued his studies at the Theater Department of the Republican Mogilev Cultural and Educational College. After college, he served in the Strategic Missile Forces (Strategic Missile Forces) of the USSR in a division that was deployed in Cuba during the Caribbean crisis [3] .

In the election campaign leaflet for 1995, when Levkovich ran for deputy of the Supreme Council of the Republic of Belarus , the politician recalls his childhood [3] :

 My parents - peasants, raised me in respect for the elders and the weak. They taught to understand someone else's pain and misfortune. They taught in their lives to love their native Belarus. From childhood I learned the hard work of a peasant. 

Scientific activity

After completing military service (reserve officer) Anatoly Levkovich entered and successfully graduated from Belarusian State University (BSU). He was a graduate student of the Department of Philosophy of BSU and in 1984 he defended his thesis on the theme "Dynamics of the worldview of the study of human nature (epistemological and sociocultural aspects)." Scientific interests - problems of man and society, methodology of science [2] .

From 1979 to 2006 he taught at the Brest State University named after A.S. Pushkin . Has more than two hundred, including scientific, publications.

In 2006, he published the popular science brochure “Ideological educational program”, where he summarized publications in periodicals since 2000. Since the mid-2000s, Anatoly Levkovich has been promoting his theses and political concepts through state and non-state media.

Political Activities

Anatoly Levkovich came into politics in 1985, when at the April plenary session of the CPSU Central Committee, General Secretary Mikhail Gorbachev announced a program of broad reforms under the slogan “accelerating the country's socio-economic development,” which meant accelerating progress along the socialist path through the effective use of scientific and technological progress activating the human factor and changing the order of planning. Many historians consider this event the beginning of "perestroika" in the USSR . Being admitted to the CPSU , while still serving in the Soviet Army , Anatoly Levkovich became an activist of the Democratic Platform in the CPSU . Levkovich was a delegate to the All-Union Conference "Demplatforms" and represented the democratic wing of the CPB in Moscow (1990). At the All-Union Conference "Demplatforms" a number of democratic requirements were adopted for the 28th Congress of the CPSU. It was at this conference that the first requirement was formulated to eliminate the sixth article of the USSR Constitution, which enshrined the principle of a one-party system and the revival of a multi-party system. However, the last congress of the CPSU ignored the demands of the All-Union Conference. In this regard, members of the Demplatform, party members, including Levkovich, organizedly quit the CPSU. Some of them subsequently became founders and activists of new parties, which soon began to be created in the USSR , including in Belarus.

From the late 1980s to the mid-1990s, Anatoly Levkovich organized the social democratic , human rights and independent trade union movement in the Brest region . After leaving the CPSU (1990), he intensified his activities to organize and revive the social democratic movement in independent Belarus . He was a delegate to the congress (March 1991), one of the founders in the new history of Belarus, the first Social Democratic Party - the BSDG (now the BSDP Gramada). He was elected the first chairman of the Brest Regional Organization of the Belarusian Social Democratic Party (Narodnaya Hramada) . Since 2005, he is the Honorary Chairman of the Brest Regional Organization of the BSDP .

From January 2005 to April 2005, the chairman of the Belarusian Social Democratic Party (Narodnaya Gramada) [4] . After the unification congress of the Belarusian Social Democratic Party (Narodnaya Gramada) and the Belarusian Social Democratic Gramada (BSDG), a single Belarusian Social Democratic Party Gramada was formed . Anatoly Levkovich was elected first deputy chairman of the party.

In August 2008, Anatoly Levkovich was again elected chairman of the party and led the Belarusian Social Democratic Party until October 2011.

Since 2012, Levkovich has been the head of the Organizational Committee for the Formation of the Republican Public Education Association (ROPO) "Social Democrats for Dialogue and Consolidation" [5] .

From 2007 to 2009, co-chair of the United Democratic Forces of Belarus (UDF), where he coordinated the coalition’s election campaigns.

On February 8, 2010, he took part in Moscow and spoke at the First Forum of the Socialist and Social Democratic Parties of the CIS Countries [6] .

Levkovich's position and criticism

Anatoly Levkovich is one of the few Belarusian politicians who are ready and open for a constructive dialogue. Since 2007, Levkovich has been developing and defending the strategy “For Dialogue and Consolidation”. It is based on the principles of the four “Ks”: constructivism, compromise, consensus, consolidation [3] .

The politician offers Belarus “New politics”. It implies the need for a “European-style repair” in all spheres of life of the Belarusian society with European rules and standards. Moreover, in the current and medium term, sharing the position of the head of state, all subjects of the Belarusian political process need to consolidate to adhere to the external doctrine for Belarus : “Russia is a strategic ally, the West is a strategic partner” [7] .

The constructive and constructive position of Anatoly Levkovich was accepted “with hostility” by party dogmas, because of which the politician lost the post of chairman. Levkovich’s constructive position is also the basis for criticism from the traditional radical leaders of the Belarusian opposition. Opponents [8] of Levkovich believe that dialogue with the current Belarusian authorities and the President of the Republic of Belarus, Alexander Lukashenko, cannot be conducted [9] .

In contrast to the critics, Anatoly Levkovich is convinced [10] :

 That only on the path of the New Policy will the people and Belarusian elites have an attractive goal - a democratic, independent Belarus, which will allow compromises and come to a consensus on the most difficult issues of the country's further development. 

2015 Presidential Election

In August 2012, the Civil Initiative “For Levkovich” was founded in Brest, the politician himself said in the media that he was not related to this public structure. Activists of the initiative reported in the press why they support Levkovich [11] :

 First: Anatoly Levkovich, not with power and opposition, but with the people. Secondly: Anatoly Levkovich for productive progress in the development of our country. Thirdly: Anatoly Levkovich is not an opposition, but an alternative to an inveterate system. We are tired of the same people, both in power and in the opposition, which is not there - this is one gang. 20 years they play each other in giveaways. By voting for Levkovich, you are voting for the progress and development of the country. 

On May 27, 2014, the Civil Initiative “For Levkovich” [12] announced that it considers Anatoly Levkovich to be the only worthy candidate for the President of the Republic of Belarus and will nominate a politician for this post. Levkovich once again told the media that he was not related to the initiative, but welcomed unknown associates.

In 2014, supporters of the politician announced the creation of the Levkovich 2015 brand [13] :

 The centrist forces of Belarus, constructive socio-political movements and activists in the upcoming presidential election campaign support Levkovich. (...) His political views are fully consistent with the worldview of Belarusians, and the political strategy “For Dialogue and Consolidation” proposed by him and his associates meets the aspirations of people from various social backgrounds. A. Levkovich’s proposals on the implementation of the “New Policy” by the state are aimed, among other things, at creating a real political process in the country, when constructively minded opponents of the government and public activists will be able to enter the systemic political process, and, accordingly, will be able to take part responsibility for strengthening the Belarusian state. 

The politician himself did not exclude the intention to compete for the post of President of the Republic of Belarus [14] .

In July 2015, Levkovich announced that he would not take part in the presidential election [15] .
