Population
It is expected that by 2020 the population of the new capital will be 5 million people [6] .
History
Foundation of the city
On March 13, 2015, the Minister of Construction of Egypt, Mustafa Madbuli , at the Conference on Economic Development of Egypt announced preparations for the construction of a new capital of Egypt [3] . The new city will be located east of Cairo (20 km east of its eastern suburb, New Cairo ) and in close proximity to the Second Ring Road in the currently underdeveloped area halfway to the seaport of Suez. The new capital will reach the Suez Canal and will be able to compete with the most famous business centers in the world. The cost of the project is estimated at $ 45 billion. According to the plans, while nameless the city will become the new administrative and financial capital of Egypt, the location of the main government ministries and departments. A complex of government institutions, parliamentary and presidential palaces, as well as a diplomatic quarter will be built, which will house foreign embassies. On the territory with a total area of about 700 km², up to five million people will live [4] . The city also plans to build the world's largest park - “four times more than Disneyland in California ”, allocate about 90 km² for “solar farms” - power plants that receive energy from solar radiation, and build a new international airport [7] .
The new capital will be connected with Cairo railway network, its own air harbor will appear. Skyscrapers will be built on 40 thousand rooms and 25 residential areas.
Reasons for moving the capital
The transfer of the capital from Cairo to the city specially built for these functions, in the direction of the Suez Canal, is associated with an overpopulation of 20 million metropolis, the number of inhabitants of which, according to construction minister Mustafa Madbuli , will double over 40 years [8] .
Construction
On March 14, 2015, the Egyptian government and the investment company Gulf Investment Corporation from the United Arab Emirates signed an agreement to build a new administrative capital of Egypt. The cost of the first stage of the project will be $ 45 billion and according to the plans of the Egyptian government will be implemented within seven years [8] [9] . A few days later, the Egyptian military began to build a road linking Cairo with the new capital [10] .
The construction of the city is supposed to be carried out until 2020, where after the construction is completed, the presidential administration, government, ministries, parliament, embassies, diplomatic missions will move [11] .
At the beginning of June 2015, the Minister of Housing, Mustafa Madbuli, acknowledged that many difficulties arose in negotiations with investors [12] .
July 10, 2015, the project received its first funding in the amount of 5 billion Egyptian pounds [13] .
In January 2016, a contract worth $ 2.7 billion was announced between China State Construction Engineering Corporation (CSCEC) and Egypt for the construction of infrastructure facilities. According to the agreement, within three years, the CSCEC in the new Egyptian capital will build a parliament building, a national conference center, office buildings for 12 government departments and an exhibition city [14] .
Residential property there can be purchased now, and the first wave of settlement is expected by mid-2018.
Ministries, government agencies and the presidential office will be able to move there by the end of 2018.
On the night of January 6/7, 2018, the Patriarch of the Coptic Orthodox Church, Theodore II, consecrated the largest Christian church in the Middle East - the Cathedral of the Nativity of Christ, designed for 8,000 believers [15] .
Criticism
The project was quickly ridiculed as the “ Potemkin Village ” and criticized for the fact that the construction was unrealistic and all its resources should be spent on solving the problems of the existing Egyptian cities, and because the people of Egypt were not informed about the project and did not consult with the people [ 16] [17] [18] .
