Biography

Member of the Civil War .

In 1920-1923 he worked at the Mariupol Metallurgical Plant. Member of the CPSU (b) since 1921

In 1923 he was sent to the Red Army , political worker.

In the late 1930s. - Inspector of Political Administration of the Siberian Military District.

From 12/17/1940 to 08/05/1941 the military commissar of the 91st Infantry Division. At the beginning of August 1941, he gathered the soldiers and commanders of the 91st Division who were surrounded, attached to them the servicemen of other units who were leaving the encirclement, and removed him from the encirclement. This episode of the war formed the basis of the story of Vasily Grossman "The people are immortal" (1942).

From 08.25. on 17.10 1941 - member of the Military Council of the 50th Army of the Bryansk Front . He died in battle near the Resseta River (Khvastovichi district of the Kaluga region, the village of Gutovsky Plant).

Description in the literature (Vasily Grossman, “For a Just Cause”): “Brigadier Commissar Shlyapin, a stout, slow-moving man of enormous growth ... From Shlyapin’s leisurely speech, from his mocking and kind look, from a sweet smile, he breathed calm and simple strength.” .
