Biography

Young years and education

Timothy Sylvester Harris was born on December 6, 1964 and grew up in a village near Tabernacle on the island of Saint Kitts [1] [2] .

Harris attended Cayon High School and Baster High School. In 1988, he graduated from the University of the West Indies at Gave Hill in Barbados with a bachelor of science degree in accounting, having received the Victor Crook Prize during his studies. After that, he worked for two years at the managerial level at SL Horsfords and Co Ltd. From 1990 to 1992, Harris studied at the University of the West Indies at San ( Trinidad and Tobago ), graduating with a master 's degree in accounting. He graduated from the top of the class with a Master's degree with honors in accounting. In 2001, he received a Ph.D. in accounting from Concordia University in Montreal ( Canada ) [3] [4] .

Political career

In 1993, Harris took part in the election and won a seat in the Russian National Assembly . Since then, in every parliamentary election in 1995 , 2000 , 2004 and 2010, he has always been on the list of the Labor Party [4] . Harris served as Minister of Agriculture, Land and Construction, Education, Labor and Social Security, International Trade, Industry, and Commerce [4] . Since August 10, 2001, he has been in the position of Minister of Foreign Affairs [5] . On January 25, 2013, Prime Minister Denzil Douglas fired Harris from all government posts, citing his opposition to legislative initiatives and the undermining of government activities [6] . After that, he left the Labor Party and founded his People’s Workers' (Labor) Party [7] .

In anticipation of the 2015 parliamentary elections , the People’s Workers Party along with the Movement of Concerned Citizens and the Popular Movement created a single alliance called “Team Unity” [8] , headed by Harris as chairman of his party [9] .

The Alliance won the election, receiving a total of 11 seats out of 15, although the People’s Workers Party got only one, which Harris took [8] [10] . Prime Minister Douglas admitted defeat [8] [10] , and thus the 20-year stay of Labor in power ended in St. Kitts and Nevis [11] . At the same time, Harris congratulated everyone on the successful holding of the elections, calling on the people to calm in anticipation of the upcoming restoration of the "triumph of democracy" [12] . Prior to the official oath, having close ties with Caribbean politicians, he met with the Prime Minister of Saint Vincent and the Grenadines Ralph Gonçalves , the Prime Minister of Dominica Roosevelt Skerrit and the Prime Minister of Grenada Keith Mitchell [13] .

As Prime Minister of Saint Kitts and Nevis

February 18 at a ceremony in the Government House surrounded by family, close friends and crowds of supporters, the Governor General of Saint Kitts and Nevis Edmund Lawrence and Judge Marlene Carter swore Timothy Harris to the Prime Minister of Saint Kitts and Nevis [14] [15] [16] [17] [ 18] . Harris became the third prime minister since the country gained independence from Britain in 1983 [19] . After that, the Prime Minister of Grenada, Keith Mitchell, congratulated Harris, noting that his election “opens a new era for governance in St. Kitts and Nevis” [20] . Congratulations also came from the Prime Minister of Trinidad and Tobago, Camla Persad-Bissessar [21] , the Chairman of the Organization of East Caribbean States and the Prime Minister of Dominica Roosevelt Skerrit [22] , the Prime Minister of Antigua and Barbuda Gaston Brown [23] , the Prime Minister Saint Lucia Kenny Anthony and Guyana President Donald Ramotard [24] .

On the day of the oath, Harris appointed Vincent Byron to the post of Attorney General [25] [26] . February 23 at Warner Park Stadium Governor General Lawrence sworn in new members of the government appointed by Harris [27] [28] .

On February 25, Harris held talks with the Foreign Minister of Venezuela Delsi Rodriguez on cooperation within the framework of the Bolivarian Alliance for the peoples of our America [29] [30] . Later, he led the delegation at the 9th Petrocaribe Summit, where he met with Venezuelan President Nicolas Maduro [31] . On March 3, Harris met with the Executive Director of the International Monetary Fund, Serge Dupont, who congratulated him on his election as prime minister and expressed confidence in continuing productive relations [32] [33] . On March 9, he met with Sweden's Ambassador to the Caribbean, Claes Hammer [34] .
