Formation

The 28th Air Division was formed in August 1940 in the Trans-Baikal Military District on the basis of a decision of the Council of People's Commissars [1]

Reformation

On January 25, 1942, on the basis of the Order of the NPO of the USSR, the 28th Aviation Division was transformed into the Air Force of the 10th Army .
