Born in Berkeley, a colony of Virginia , came from a prominent colonial family of planters and merchants. In 1765, he was elected to the colony's parliament (House of Burgesses), twice elected its speaker, opposed the law on the stamp collection of Patrick Henry; In 1773 he was elected a member of the committee that united the North American colonies against Great Britain. In 1774-1777 he was a member of the Continental Congress (representative of Virginia), in its composition he was a member of various important committees, including those related to military actions (in particular, he was the chairman of the military commission). July 4, 1776 was one of the signatories of the Declaration of Independence. In 1788, it was originally against the ratification of the federal constitution (due to the absence of the Bill of Rights), but after its adoption by a majority supported the national government. Upon returning to Virginia in 1777, he was re-elected to the local parliament and until 1782 he was its speaker. From 1782 to 1785 he was governor of Virginia for two terms. Died at Berkeley.
