Since October 1924 - commander of a communications company, head of the communications department of the 27th Infantry Division .

Since July 1926 - assistant commander for the educational and technical part, chief of staff of the 5th communications regiment.

Since October 1929 - assistant to the head of the educational department of the Leningrad Military School of Communications.

Since May 1931 - I.D. Assistant Chief of Communications Troops UVO .

From November 1931 to November 1937 - I.D. Head of the 1st Sector of the Office of the Head of the Communications Troops, assistant to the head of the 3rd Sector of the Office of the Head of Communications, combat training inspector of the Office of the Head of Communications, assistant of the head of the 1st department of the Office of the Head of Communications Troops of the Leningrad Military District .

May 17, 1939 - awarded the rank of brigade commander .

On July 19, 1939, by order of the NPO of the USSR No. 0105, the brigade commander Belikov was appointed head of the communications center of the General Staff of the Red Army .

On June 4, 1940, Belikov was awarded the rank of Major General of the Signal Forces.

World War II

At the beginning of the war, the General Staff of the USSR Armed Forces had only one communications center, which consisted of radio transmitting , radio receiving and telegraph - telephone centers, which were located in ordinary buildings, Belikov invariably commanded them. However, it soon became necessary to divide the assembly into two parts. Its main part, located at the Kirovskaya metro station, serviced the Supreme High Command and the Operations Directorate of the General Staff. It was intended to communicate with the headquarters of the fronts and armies. The other part of the site was located separately and provided telegraph communication in the interests of the central departments and the rear services of the People’s Commissariat of Defense . Through this node, the rest of the official correspondence was exchanged with the headquarters of the fronts. Subsequently, to increase the communications mobility of the General Staff, a special communications train was created, equipped with powerful radio and telegraph-telephone communications, and a communications center mounted in the back of motor vehicles. As of June 24, 1941, the communications center maintained telegraph communication with the headquarters of the Northern , North-Western , Western , South-Western and Far Eastern fronts, the Odessa , Transcaucasian and Central Asian military districts and, in addition, with Bryansk , Cherkassy and Simferopol .

Subsequently, the communications center maintained continuous communication with the representatives of the Headquarters, coordinating the actions of the fronts, at the request of the leadership of the General Staff, established direct communication with individual corps , groups and garrisons , and performed many other important tasks. The requirements were especially high during offensive operations on the territory of the Soviet Union and beyond. In order to successfully solve these complex tasks, it was necessary to improve the ways of organizing communications, improve the entire work of the communications troops, and carry out many other important activities.

March 13, 1943 Belikov was awarded the military rank of Lieutenant General of the Signal Forces.

From November 28 to December 1, 1943, during the Tehran Conference of the Heads of the Three Allied Powers - the USSR, America and England - the Communication Center of the General Staff of the Red Army provided communications between the members of the Soviet delegation and the fronts and the General Staff twice a day, collecting data on the situation for the Supreme Commander-in-Chief. And there was no case that the means of communication failed.

During the war, the number of communications troops of the Red Army greatly increased. In their composition, RVGK communications units and new type communications units were re-created. At the same time, military recovery units of the People’s Commissariat of Communications were deployed. Signalers, under the leadership of the head of the Communications Center of the General Staff of the Red Army, Lieutenant General Belikov, did a great job of creating backup and spare communications centers, and built many bypass lines in difficult conditions.

Post-war life

After retiring, he lived in Moscow. Was married, daughter Margarita (b.1928)

Mikhail Belikov died on June 23, 1968. He was buried at the Vvedensky cemetery in Moscow.
