He studied at the Faculty of History of Moscow State Pedagogical Institute. Lenin .

In 1985 he repatriated to Israel . He worked in the National Trade Union of Israel, in the ruling Likud party [3] . In 1996 - 1998 served as head of the government press service department. In 1998 - 2008 He was an adviser to Benjamin Netanyahu in his post as head of government, minister of finance, head of the opposition. In 2009 , he participated in the creation and headed the Israel Innovation Center (IIC). In 2011 - 2014 was executive director of the Russian Jewish Congress .
