Victor Grigorievich Kabanets (known as Vitya Kaban ) is a well-known Russian crook of the 1990s and 2000s.

Biography
Born in 1946 in the village of Veidelevka, Belgorod Region . After leaving school in the same village, he entered the Kharkov Military School, from where he graduated and from 1969 to 1991 served near Vladivostok , rising to the rank of lieutenant colonel . He was a member of the CPSU . After his dismissal, he lived in Vladivostok for several more years, then he was discharged “to nowhere,” that is, he was a homeless person de jure. After discharge from Vladivostok, he moved to Moscow, where he began his criminal activities.
Military Service
He served in one of the auxiliary units of the Pacific Fleet , rose to the rank of lieutenant colonel, did not participate in hostilities, and has no awards.
Criminal activity
Even in Vladivostok, Kabanets, through shell companies, deceived more than ten local entrepreneurs.
At first, Viktor and his accomplices, also former security officials, using the legal vacuum , registered a number of public organizations with names resembling security structures and symbols very similar to the state one . All the activities of these organizations came down to the sale of certificates and badges with state symbols, as well as awards similar to state ones. But Kabanets did not stop there and began to develop such fraudulent schemes, appearing to be a senior leader of the FSB, the Ministry of Internal Affairs, and other security agencies, lured money from Moscow entrepreneurs for solving various issues with the authorities, and also offered to buy a hero star with delivery in Georgievsky Kremlin hall , explaining that a legend is being created before this. After receiving the money, Kabanets gave a debt receipt under his name.
Kabanets himself had a star of the Hero of the Soviet Union , stolen from a veteran of the Great Patriotic War back in the 1990s, which he wore when meeting with victims.
Arrest
Viktor Kabanets was caught red-handed in the summer of 2008, during an attempt to deceive another victim, in the role of operatives . A criminal case was opened under article 159, part 2 of the Criminal Code of the Russian Federation (fraud on an especially large scale).
The sentence to Kabantsu turned out to be unusually mild, only 4 years in prison in the general regime prison, two of which he served in Butyrskaya prison before the trial.
Consequences of the activities of the Boar and its competitors
In 2010, amendments were introduced to the law on state symbols, prohibiting its use by commercial and public organizations that are not related to government bodies, and it was also forbidden for these same organizations to assign ranks and positions that coincide in name with law enforcement agencies.
