Content

Education

He graduated from the Arzamas Instrument Engineering College, then the Moscow Aviation Institute (MAI) with a degree in mechanical engineering. He worked at the Arzamas instrument-making plant .

Political career

  • 1985–1991 - Chairman of the Arzamas City Executive Committee of the Council of People’s Deputies, in 1991 also the first secretary of the Arzamas City Committee of the CPSU
  • 1990-1993 - Member of the Supreme Soviet of the RSFSR
  • 1991–1994 - Vice-Governor of the Nizhny Novgorod Region
  • 1994–1997 - Mayor of Nizhny Novgorod
  • 1997-2001 - Governor of the Nizhny Novgorod Region. As governor, he was a member of the Council of Federation, was Chairman of the Committee on Federal Affairs, the Federal Treaty and Regional Policy.
  • 2005–2007 - Member of the Legislative Assembly of the Nizhny Novgorod Region.

Governor Activities

The election received the support of the Association of Industrialists and Entrepreneurs, the Agro-Industrial Union of the region, ran as Nemtsov’s successor. Despite this, soon after his election, he declared the policy pursued by his predecessor as erroneous, and “the only political force he is guided by,” called Moscow Mayor Yury Luzhkov . Positioning himself as a “strong manager”, Sklyarov sought to maximize participation in the management of the regional economy. The most notable project was the creation of a regional oil refining company on the basis of the Kstov refinery modeled after the Moscow Oil and Gas Company.

At first, Sergey Kirienko had a great influence on Sklyarov’s policy, and after his resignation from the post of Russian Prime Minister, the influence of big business began to increase in the region. In 2000, the Kstovo Oil Refinery (NORSI) came under the control of Lukoil , the leading petrochemical enterprises of the region entered Sibur, and the Gorky Automobile Plant came under the control of the Russian Aluminum group of Oleg Deripaska .

In 1998, the forthcoming 200th anniversary of A.S. Pushkin Sklyarov appealed to the Russian Orthodox Church with the proposal to rank the poet as a saint [2] [3] [4] , and the chairman of the synodal commission for glorifying saints, Metropolitan Juvenaly (Poyarkov) replied: “A politician who calls himself Orthodox should know that it is the prerogative of only clergy to make proposals for canonization” [5] . Sklyarov was also known for other strange initiatives (for example, he was going to apply for the Olympic Games in Nizhny Novgorod or donate the icon of the Kazan Mother of God to the President of Tatarstan - a symbol of victory over the Tatars) and empty or grammatically incorrect statements [3] , was considered “not a brilliant education” [4] .

Despite the recovery in the economy, the state of the social sphere of the region and the standard of living of the citizens of Nizhny Novgorod left much to be desired and protest moods intensified in the region. As a result, in the 2001 elections, with low voter turnout, Ivan Sklyarov lost to Communist Party member Gennady Khodyrev .

After retirement

After leaving the post of governor, Ivan Sklyarov became deputy general director of OJSC Nizhegorodsvyazinform (since 2002, OJSC VolgaTelecom ). In 2005, he was elected to the Legislative Assembly of the region, headed the committee on issues of state power and local self-government.

Ivan Petrovich Sklyarov died after a serious illness on February 26, 2007. He was buried at the Bugrovsky cemetery of Nizhny Novgorod .
