The championship was held in 1 round in the spring of 1991, since the transition to the autumn-spring system was planned from the 1991/92 season. Compared to the 1990 season, the number of participants has increased to 20 teams.

He withdrew from the Major League competition and was disbanded due to the events in South Ossetia, the Tskhinvali Liakhvi. From the First League 3 best clubs of the last season rose - “ Sulori ” ( Vani ), “ Margveti ” ( Zestafoni ) and “ Alazani ” ( Gurjaani ).

For the second time in a row, the champion “ Iberia ” became the champion, ahead of the silver medalist - “ Guria ” from Lanchkhuti by 1 point. The third place was taken by FC Kutaisi . The last one, Iveria (Khashuri), played a transitional match with the winner of the First League, “Mertebi” (Tbilisi), and lost 2: 3.

The best scorer of the championship was Otar Korgalidze from Guria, who scored 14 goals.
