Presidential Election in Kazakhstan (2015)

Extraordinary presidential elections of the Republic of Kazakhstan ( Kazakhstan . Republic of Kazakhstan Presidential Kezektin Saylauy ) were held on April 26, 2015 in accordance with Presidential Decree No. 1018 of February 25, 2015 “On the appointment of early elections of the President of the Republic of Kazakhstan”. Calling early elections

On February 14, 2015, a meeting of the Council of the Assembly of the People of Kazakhstan (ANC) was held, at which delegates unanimously voted for the initiative to hold early presidential elections. The appeal of the ANC members to the population stated that “the president of the country Nursultan Nazarbayev needs to be given a new mandate of national trust for the successful passage of the country during the period of global trials”, “at the new and difficult stage of global imbalances, it is necessary to trust Elbasy N. Nazarbayev so that the country "I didn’t stray from my strategic course and continued my journey towards large-scale modernization of the country and promotion of the thirty most powerful states in the world." In addition, members of the ANC noted that in 2017 the dates for the presidential and parliamentary elections are coming at the same time and it is necessary to hold them at different times [1] [2] .

On February 16, the assembly’s initiative was supported by the Nur Otan presidential party [3] , as well as the parliamentary faction of the party in parliament, led by the incumbent’s daughter Dariga Nazarbayeva [4] . 2 other parties with deputies in the Majilis - the Democratic Party of Kazakhstan "Ak Zhol" and the Communist People's Party of Kazakhstan (KNPK) - also immediately supported the idea of ​​early elections, and the KNPK secretary, Aikyn Konurov, announced that the party would nominate its candidate [5] [6] [7] . Also, the desire to participate in the elections was announced by the presidential candidate in the 2011 elections, ecologist Mels Eleusizov [8] and the head of the “ Attan-Kazakhstan ” movement Amantai-kazhi [9] . The opposition National Social Democratic Party reported that the party will decide on the participation and name of candidates only after the president announces the intention to reschedule his current powers ahead of schedule and announce the elections and the party will convene a congress [10] .

On February 18, deputies of the Majilis (lower house of parliament) of all three factions of political parties and the ANC deputy group unanimously supported the initiative of the ANC council and adopted an appeal to the president with a proposal to call early elections [11] [12] .

On February 18, the Kazakhstan Alliance of Bloggers adopted an appeal to refuse the election and hold a referendum on extending the presidency until 2022 in order to save money and “avoid serious reputation risks” [13] .

On February 19, Senate deputies supported the idea of ​​early elections. At the same time, voting took place twice. In the first vote, 41 deputies voted “for” and one “against”. However, after discussing a number of other issues on the agenda, Senate Speaker Kassym-Zhomart Tokayev asked the deputies to re-vote: “I didn’t like something there. This is technical. Let's vote. Let's vote. This is someone inattentively voted very. It’s just for the purity of the experiment, as they say. ” According to the results of the second vote, the deputies supported the early elections unanimously, the vote “against” was explained by a technical error [14] [15] . Kassym-Zhomart Tokayev also appealed to the constitutional council with a request to give an official interpretation of the constitutional clause, which governs the appointment of early presidential elections [16] .

On February 25, the Constitutional Council adopted a normative resolution stating that the norms of the constitution “should be understood in such a way that the President of the Republic of Kazakhstan has the exclusive right to single-handedly call early presidential elections. The Constitution of the Republic does not provide any conditions and restrictions upon the adoption by the Head of State of a decision on the calling of early presidential elections, "" when deciding on the calling of such elections, the rule stipulated by paragraph 3 of Article 41 of the Constitution of the Republic of Kazakhstan on the inadmissibility of coinciding in terms of the election of the President of Kazakhstan with elections of the new composition of the Parliament of the Republic ” [17] [18] .

On February 25, President Nursultan Nazarbayev signed a decree calling for early elections, calling them for April 26, 2015. He said this during a live broadcast on the Khabar TV channel, noting that he will make a decision on his participation in the elections later [19] [20] .

On March 2, Askar Zhorabaevich Syrgabaev submitted an application for self-nomination to the Central Election Commission (CEC); on March 3, Safiolla Kalabaevich Aldazhanov, Limana Koyshieva, Bakhyt Tulegenovich Abdukazarimov, [21] Myukhrab Abkhazarimova also submitted their candidatures.

On March 4, a congress of the Communist People’s Party of Kazakhstan was held , at which Turgun Iskakovich Syzdykov was unanimously elected as a party candidate . Syzdykov was born in 1947, in 1974 he graduated from the Higher Komsomol school in Moscow, graduated from the Tselinograd Agricultural Institute, was the head of the administration of the Leningrad region, worked in government agencies in the North Kazakhstan and Akmola regions. Recently, he worked as the head of the department of the regional maslikhat [22] .

On March 6, Limana Koyshieva became the first of the applicants who successfully passed the state language exam [23] , on March 10, Turgun Syzdykov passed the exam [24] .

On March 11, the 16th congress of the Nur Otan party was held in Astana . Party members unanimously nominated Nursultan Nazarbayev, the incumbent president of the country [25] . On the same day, Nazarbayev successfully passed the exam in knowledge of the Kazakh language [26] .

On March 12, the Democratic Party of Kazakhstan “Ak Zhol” announced its position in the early presidential elections: at the XII Congress, the party decided to support the nomination of Nursultan Nazarbayev as a presidential candidate at the XII Congress [27] .

On March 15, the CEC of the RK decided to register Nursultan Nazarbayev as a candidate for President of the Republic.

On March 16, presidential candidate Murat Telibekov refused to take an exam in the state language [28] .

On March 17, Mels Eleusizov refused to run for election due to lack of funds [29] .

On March 18, Kanat Yeszhanov withdrew his candidacy after refusing to take an exam for fluency in the state language [30] .

Observer ratings

The OSCE observer mission in its report noted that due to the lack of real opposition, voters were not able to choose a political alternative to the ruling party, and freedom of speech and media activities were limited. Many members and almost all chairmen of the election commissions turned out to be associated with the Nur Otan party [32] [33] .
