In the XIX century, the Shuklins estate was located here. It was gradually split between the heirs and partially sold. In 1910, the landlord was owned by the owner of many stores, the merchant M. L. Shorshorov. Around his two-story house were wood-burning warehouses. Nearby, on the corner, was the cab of the cab.
In the 1920s, the buildings that stood on this site were demolished, and options for the development of the territory were discussed. In particular, it was proposed to build a complex of buildings of the regional council or a new socialist theater. As a result, the plot was transferred to the People's Commissariat of Finance. In 1931-1932, the building of the State Bank was built according to the design of D. A. Degtyarev . It is an emphasized constructivist structure. The building was restored after the war with minor changes (the width of the windows of the upper floors was slightly reduced), despite pseudo-classical trends in architecture.
