He served as Chancellor of the Duchy of Lancaster from August 29 to December 31, 1783 in the Fox-North coalition and from February 12, 1806 to March 25, 1807 in the so-called "Government of All Talents" [5] .

Derby was the son of James Smith-Stanley, Lord Strange, the son of Edward Stanley, 11th Earl of Derby. His mother was Lucy, daughter and co-successor of Hugh Smith of Weldholsky, Essex. His father took the additional surname Smith by a parliamentary act in 1747. Derby entered Eton College in 1764, and in 1771 moved to Trinity College Cambridge. On October 11, 1774, Derby was elected to parliament as one of two deputies from Lancashire and held the chair until February 22, 1776, when he inherited the title of his grandfather and became a deputy of the House of Lords.

Having become chancellor of the duchy of Lancaster during the Fox-North coalition led by duke Portland, he was sworn in as a member of the Privy Council on August 29, 1783. For the next 23 years, he remained without a post, but again became chancellor of the duchy of Lancaster in the period from 1806 to 1807 in the so-called “Ministry of All Talents” led by Lord Grenville . Lord Derby also served as Lord Lieutenant of Lancashire from March 14, 1776 to October 21, 1834.
