Elections of the Head of the Lugansk People’s Republic
Elections of the Head of the Lugansk People’s Republic are carried out on the basis of universal, equal and direct suffrage by secret ballot for a term of four years. The head of the Lugansk People's Republic is a citizen of the Lugansk People's Republic, who is at least 30 years old, who has the right to vote. One and the same person may not be the Head of the Lugansk People’s Republic for more than two consecutive terms. [one]
The head of the Lugansk People's Republic cannot be a member of public associations, cannot be a deputy of the Parliament of the Lugansk People's Republic and cannot hold any other posts in state and public bodies, business structures.

Powers of the Head of the Lugansk People’s Republic
According to Art. 59 of the Constitution of the Lugansk People’s Republic, Chapter:
- ensures the observance of human rights and freedoms, the Constitution and laws of the Luhansk People's Republic, its international obligations;
- officially represents the state in international affairs, signs international treaties;
- takes measures to ensure the security and territorial integrity of the Lugansk People’s Republic, forms and heads the Security Council, the status of which is determined by law;
- in the interests of ensuring the safety of citizens, in accordance with the law, imposes a state of emergency and martial law in the Lugansk People’s Republic with the subsequent approval by the People’s Council of the Luhansk People’s Republic;
- submits to the People’s Council of the Luhansk People’s Republic annual reports on the results of the activities of the Council of Ministers of the People’s Republic of Luhansk;
- possesses the right of legislative initiative in the People’s Council of the Lugansk People’s Republic;
- have the right to demand the convening of an extraordinary meeting of the People’s Council of the Lugansk People’s Republic, as well as to convene the newly elected People’s Council of the Luhansk People’s Republic for the first meeting before the deadline established for this by this Constitution;
- have the right to participate in a meeting of the People’s Council of the Luhansk People’s Republic with an advisory vote;
- pardons;
- confers state awards, confers honorary, military and special titles;
- forms the Administration of the Head of the Lugansk People's Republic;
- represents to the People’s Council of the Luhansk People’s Republic candidates of the Chairman of the National Bank, the Prosecutor General, other officials in accordance with his powers, and also belongs to the People’s Council of the Luhansk People’s Republic with ideas about their release from office;
- suspends or cancels the effect of decrees and orders of the Council of Ministers of the Lugansk People’s Republic, acts of ministries and other executive authorities of the Luhansk People’s Republic, if they violate the current legislation;
- signs and promulgates the laws of the Lugansk People’s Republic or rejects them.
The head forms the Council of Ministers of the Lugansk People’s Republic, accepts or rejects the resignation of the entire Council or individual ministers. According to Art. 56 p. 1 of the Constitution of the Lugansk People’s Republic The head of the Lugansk People’s Republic may head the Council of Ministers of the Lugansk People’s Republic.
During a state of emergency, natural disasters, military actions, the Head of the Luhansk People's Republic has the right to issue decrees that have the force of law and are mandatory for immediate execution, while simultaneously informing the Parliament.
Termination of authority
According to Art. 61 of the Constitution of the Lugansk People’s Republic: The powers of the Head of the Lugansk People’s Republic are terminated early in the event of:
- his death;
- his resignation of his own free will;
- recognition by the court as incapable or partially capable;
- recognition by the court as missing or declared dead;
- the entry into force of a court conviction against him;
- his departure from the Lugansk People’s Republic for permanent residence;
- the loss of citizenship of the Lugansk People’s Republic;
- his removal from office in connection with the expression of his lack of confidence in the People’s Council of the Lugansk People’s Republic.
The head of the Lugansk People’s Republic can be removed from office by the People’s Council of the Lugansk People’s Republic only by the accusation of treason or another serious crime, confirmed by the conclusion of the Supreme Court of the Luhansk People’s Republic, by the People’s Council of the Luhansk People’s Republic. The decision of the People’s Council of the Luhansk People’s Republic on bringing an accusation and dismissing the Head of the Luhansk People’s Republic from office should be taken by 2/3 of the total number of deputies of Parliament.
In the event of the removal of the Head of the Luhansk People's Republic from duties, in accordance with Art. 62 of the Constitution of the Lugansk People’s Republic, its duties are performed by the Chairman of the People’s Council of the Luhansk People’s Republic.
