Biography

In 1974 he graduated from the Geophysical Department of the Far Eastern State University with a degree in Geography, qualifying as a Geographer. Teacher of Geography.

Since 1972, he has been working at the Pacific Institute of Geography, Far Eastern Branch of the Russian Academy of Sciences, having gone from a laboratory assistant to the head of the laboratory of territorial-economic structures (until 2013), the chief researcher of the institute (since 2013). He was deputy head of the Geography of the National Economy laboratory, head of the Economic and Geographic Field Squad, which conducted field work to study the factors and characteristics of the formation of territorial production systems in the Russian Far East.

In 1985 he defended his thesis for the degree of candidate of geographical sciences, specializing in Economic, Social, and Political Geography, on the subject of Local Industrial-Agricultural Systems of the South of the Far East.

In 1999 he was awarded the title of "Senior Researcher."

In 2007 he defended his thesis for the degree of Doctor of Geographical Sciences on the topic "Territorial organization of the economy of poorly developed regions: the example of the Russian Far East." Academician of the RAS P. Ya. Baklanov acted as a scientific consultant.

Since 2013, he has been the chief researcher at the Pacific Institute of Geography, Far Eastern Branch of the Russian Academy of Sciences.

Since 2014 - professor at the School of Economics and Management at the Far Eastern Federal University.

Scientific activity

He participated in the development of: “Schemes for the development and deployment of the productive forces of the Primorsky Territory” (Vladivostok, 1994); Concepts for the development of Primorsky Krai based on the widespread use of high technology (Vladivostok, 2001); “Strategies for the development of the fuel and energy potential of the Far Eastern Economic Region until 2020 (Vladivostok, 2001); Social and economic development of Vladivostok and agglomeration (Vladivostok, 2002); Programs for the development of tourism and recreation in the Primorsky Territory.

He took part in many international projects on the study of sustainable environmental management in the Ussuri, Tumannaya river basin, as well as Beringia projects and sustainable development of coastal regions of the Caspian Sea basin, etc.

Laureate of the Prize of the Government of the Russian Federation in the field of education (2001), diplomas of the Russian Academy of Sciences and the Far Eastern Branch of the Russian Academy of Sciences.

Economic Zoning of Russia

MT Romanov developed a multi-level economic zoning of Russia , which includes 3 levels of zoning (macro, meso and micro-zoning) - the foundations of a new administrative-territorial division of Russia . Formulating approaches to economic zoning in the changing political and economic conditions in the country, the author proceeded from the fact that the new grid should provide approximation to the financial, resource, structural self-sufficiency of territories in order to ensure their stable functioning and improve the living standards of the population. It should be unified and ensure the integral “equilibrium” of the entities formed within them according to the main characteristics: the size of the occupied territory, economic and demographic potentials.

According to the recommended by T. T. Romanov grid of economic regions at the macro level, 7 large economic regions were proposed, at the meso level - 46 or 50 (2 options were proposed) of economic regions of the province (province). At the micro level, based on an analysis of three options for adjusting the boundaries of economic regions using the example of Primorsky Krai, a certain streamlining, unification of common approaches in economic zoning and the corresponding administrative-territorial structure of the territory is proposed.

The scientist believes that the adjustment of the administrative-territorial division of Russia should be carried out as an experiment initially in the Far Eastern Federal District - where, in poorly developed, not burdened by national problems, such a procedure will be more effective and less painful. Correction of the administrative-territorial division in the Far East, providing all its entities with access to the sea and enlargement of the most “low-weight” ones, can become, along with transport, energy construction and economic regionalization, an effective mechanism for improving the territorial organization of the economy in the new conditions [1] [2] .

The author of more than 200 scientific papers. Co-author of many economic maps and reference atlases. Under his leadership and active participation of authors, a series of thematic maps were prepared for the regions of the Far East ("Economic Map of Primorsky Krai", "Economic Map of Kamchatka Oblast", "Economic Map of Amur Oblast", "Tourist Resources of Primorsky Krai", etc.).
