The Governor of the Jewish Autonomous Region is the highest official of the Jewish Autonomous Region and heads the Government of the Jewish Autonomous Region.

History
From the moment the Jewish Autonomous Region was formed in 1934 and until the spring of 1990, the regional committee of the CPSU (CPSU (b)) occupied the leading role in its leadership. From 1988 to 1990, the first secretary of the Jewish Regional Committee of the CPSU was Boris Korsunsky .
In 1990, there was a sharp decrease in the influence of the one-party system in connection with the abolition on March 14, 1990 of the sixth article of the Soviet constitution , which defined the "leading and guiding role" of the CPSU. Russian regions have actually begun to develop according to the model of a “parliamentary republic”. As a result, the first person in the region was the chairman of the regional council. Most of the leaders of the regional party committees sought to be elected as chairman of the regional council and combine both posts. This happened in the Jewish Autonomous Region - in April 1990, Korsunsky was elected chairman of the regional Council of People’s Deputies with a combination of party and deputy positions.
In the fall of 1990, the authorities of the RSFSR banned the combination of posts of party and Soviet leaders in the region. Sensing the political situation, many of the first secretaries of the CPSU regional committees abandoned their party posts and concentrated on Soviet work. Korsunsky did the same - in September 1990, he resigned as first secretary of the CPSU regional committee in the EAO, and in November 1990 Anatoly Kapeistov headed the regional committee.
After the August coup, Korsunsky remained in the post of chairman of the regional Council of People’s Deputies [1] . Then, in August 1991, by decree of the President of Russia "On the suspension of the activities of the Communist Party of the RSFSR" the work of the CPSU regional committee was stopped. At the initial stage of post-Soviet history, it was assumed that the election of regional leaders would be introduced in all regions. In August 1991, Russian President Boris Yeltsin promised an early election. For the transition period, however, a new institution was created - the head of the regional administration appointed by the president (administration refers to the regional executive body). In December 1991, Nikolai Volkov , the head of the Birobidzhan-agropromstroy association and a deputy of the Jewish Regional Council, was appointed the head of the administration of the Jewish Autonomous Region.
In August 1996, Russian President Boris Yeltsin by decree authorized the election of the head of the administration of the Jewish Autonomous Region on October 20, 1996. [2] In these elections, the current governor Nikolai Volkov, who had no serious competitors, gained 70.09% and was elected for the next 4 years.
Election and
The governor is elected by the inhabitants of the Jewish Autonomous Region on the basis of universal equal and direct suffrage by secret ballot. The election procedure is established by federal law [3] and the Charter of the Jewish Autonomous Region .
In 1991, the governor was appointed president of Russia . Elections were held in 1996 , 2000 . In 2005 and 2010, the governor was elected president of Russia and approved by the regional Duma. In September 2015, the first direct election of the governor should be held on a single voting day after the 15-year break.
