Ternopil Radio Factory "Orion"

Ternopil Radio Plant Orion ( Ukrainian Ternopil Radion Plant Orion ) is an enterprise of the military-industrial complex of Ukraine, which specializes in the production and repair of VHF radio communications equipment [2] .

History

After the proclamation of independence of Ukraine, the enterprise became the only manufacturer of radio communications for law enforcement agencies (including specialized radio communications for armored vehicles) [4] . However, over the course of 20 years, the enterprise received almost no orders from the state power structures of Ukraine and worked for export [5] .

On May 11, 1994, the Border Guard Service of Ukraine signed a contract with the plant to carry out development work on the creation of radio communication systems, as a result of which in 1994-1996. The Orion RR-1 radio broadcaster, Orion RS-1 fixed radio station, Orion PH-2 portable radio station and Orion RV-1 radio station were developed for the border service [6] .

In the mid-1990s, a design bureau was created at the plant [4] .

In September 2002, the plant was included in the list of enterprises for privatization. The State Property Fund of Ukraine appointed for 2003 a privatization tender with open bidding on the basis of an auction for the sale of a 96.13% state-owned stake in the Ternopil Radio Plant Orion, with a starting price of 24.89 million hryvnia [7] .

In mid-2004, the plant employed 1,300 people [4] .

In October 2004, the plant director reported that 85% of the plant’s products are exported (to India, Pakistan, Egypt, Vietnam, Malaysia, Uzbekistan, Azerbaijan, Bulgaria, Cuba, Russia), but some developments (in particular, the communication system for the high-speed electric train "Kiev-Dnepropetrovsk" and the hidden-wearable radio station for tax police officers) were sold in Ukraine [4] .

In 2006, the plant received 10 thousand hryvnia net profit [8] .

In 2007, the plant received 350 thousand hryvnia net profit [8] .

As of the beginning of 2008, the plant mastered the production of the following products: [2]

  • Radio receiver R-173PM [2]
  • radio station R-173M [2]
  • headset noise-proof SHSh-1 [2]

In February 2008, the Ukrainian government made another attempt to sell the plant. The State Property Fund of Ukraine has appointed an open bid privatization tender on the principle of auction for the sale of a 96.13% state-owned stake in the Ternopil Radio Plant Orion, with a starting price of UAH 31,525,758 [8] .

In January-September 2009, the plant's revenue amounted to 35.743 million hryvnia, for the reporting period, the company's losses increased by 46.8%, to 2,746 million hryvnia [9] .

In September 2010, the plant director said that in recent years the plant has been working mainly on fulfilling export orders, and only in 2009 the plant named after Malysheva bought 15 sets of products, and the Ministry of Defense of Ukraine for the last seven years has not purchased a single unit of production of the plant [10] .

The plant ended the year 2010 with a net loss of UAH 3.8 million [11] .

In June 2011, the Ukrainian government made another attempt to sell the plant. The State Property Fund of Ukraine has appointed an open bid privatization tender on the basis of an auction for the sale of 96,129% of the state-owned stake in the Ternopil Radio Plant Orion, with a starting price of 38.7 million hryvnia [12] .

In October 2011, the plant received an order for the production of components for electric locomotives VL11 / M6 of the Ukrainian railways [13] .

In addition, on October 21, 2011, the plant signed a contract for the production and supply for the State Border Service of Ukraine of the Kordon VHF radio station party (a total of 8 fixed stations, 152 portable stations and 4 repeaters with a total cost of UAH 881,450.36) [14] .

In 2011, the plant received 15 thousand hryvnia net profit [11] .

In 2012, the plant received 18 thousand hryvnia net profit [11] .

As of the beginning of 2013, the total number of employees at the plant was 697 people [11] . In January 2013, the plant administration paid off wage arrears in front of November 2012 in the amount of 595 thousand hryvnias [15] .

On February 20, 2013, the reconnaissance automated sound-acoustic acoustic complex " Position-2 ", created by the SKB "Lightning" in 1995-2012, was officially adopted by the Ukrainian army. on the MT-LBu chassis . Radio stations R-173M and PH-2.7 “Orion PH-2.7” produced by the Orion radio plant [16] were installed on the manufactured hardware.

On March 27, 2013, the Ukrainian government made another attempt to sell the plant. The State Property Fund of Ukraine has appointed an open bid privatization tender on the basis of an auction to sell 96,129% of the state-owned stake in the Ternopil Radio Plant Orion, with a starting price of 30.6 million hryvnias [11] .

In January 2014, the State Property Fund of Ukraine once again attempted to sell the plant [17] .

Current State

After the outbreak of hostilities in the east of Ukraine, the company was involved in the implementation of the military order.

The company began work on import substitution of Russian-made components [18] .

On July 28, 2014, the Ministry of Defense of Ukraine allocated 6.4 million hryvnias to the plant for the production of 4049 TS-1 tank headsets for the armed forces of Ukraine [19] . In September 2014, the execution of the contract was started, by September 12, 2014 the first 350 pieces were manufactured. [five]
