Residential building at 82 Koltsovskaya street (also a residential building of the Ministry of machine tool and tool industry and a high-rise at the Devitsky exit ) - a residential building in Voronezh . The house consists of three five-story buildings, the composition center of which is a ten-story tower with a four-story superstructure and a spike-shaped roof. The tower is the dominant feature of the nearby area and closes the prospect of Koltsovskaya street and the 20th anniversary of the October Revolution .

During the post-war reconstruction of Voronezh, the architect L.V. Rudnev proposed building a 16-story high-rise on this site. The house project was developed in 1950 by architects P. S. Skulachev, N. A. Skulacheva and G. E. Rudenko. Already during construction, the building was mentioned in the decree " On eliminating excesses in design and construction ":

Carried away by the ostentatious side, many architects are mainly engaged in decorating building facades, do not work on improving the internal layout and equipment of residential buildings and apartments, and neglect the need to create amenities for the population, the requirements of the economy and normal operation of buildings.
Unjustified tower superstructures, numerous decorative colonnades and porticoes and other architectural excesses, borrowed from the past, became a mass phenomenon in the construction of residential and public buildings, as a result of which in recent years a lot of public funds have been spent on housing for which it could be built not one million square meters of living space for workers.
... In Voronezh, on Koltsova Street, a 5-storey residential building of the Ministry of Machine Tool and Tool Industry (architect Skulachev) is being built with a tower more than 70 meters high, the cost of which is about 2 million rubles.

As a result, the number of storeys of the building was reduced, and the tower did not have a tented finish and a spire with a star. The spire was established only in the late 1970s.
