Language Composition
The official language is Latvian . Since 1989, the proportion of people who have recognized the Latvian language as their native language has grown. In 1989, there were 52% of such people in Latvia. In 2000, the number of people who recognized Latvian as their mother tongue reached 62% [1] .
Ethnic composition
Compared to 1989, the proportion of Latvians increased from 52% to 57.6% in 2000. In addition to Latvians, the share of Poles , Lithuanians and Gypsies increased. The proportion of Russians fell from 34% in 1989 to 29.6% in 2000, and the number of Belarusians decreased from 4.5% to 4.1% and Ukrainians from 3.5% to 2.7%. Migration has ethnic peculiarities: mainly Russians leave Latvia, and Latvians come from Latvia (primarily from far abroad). According to the Latvian statistical authorities, 77% of all emigrants in 1994, and 70% in 1995 left for Russia . Despite the fact that the Latvian authorities pursue a rather benevolent policy regarding Latvians coming to the country from other countries, migration to Latvia is not widespread [2] [1] . After 2000, the demographic situation in Latvia continued to deteriorate; over the next decade, the predominance of mortality over birth rates and a negative migration balance led to a reduction in the population from 2,375,339 in 2000 and to 2,070,371 in 2011 . A similar population decline over this period is also observed in other new EU countries , such as Romania , Lithuania [3] , Bulgaria , Estonia and Hungary .
