Vlas Ivanovich Kolpakov (June 1909, Kamysht ulus, Yenisei province [1] - 1998, Moscow ) - Soviet state, party and public figure. Chairman of the Executive Committee of the Council of Deputies of Workers of the Khakass Autonomous Region (1954-1961, with a break); First Secretary of the Regional Committee of the CPSU of the Khakass Autonomous Region (January 1954 - July 1959 ). Hero of Socialist Labor ( 1948 ).

Biography
Born in 1909 in the labor Khakass [2] family of a middle peasant. Even at school, he became interested in Komsomol work. After graduation, he began to work as a seller of a shop of working co-operative in his village. In January 1928, he was elected secretary of the Kamyshtinsky Village Council, and then - chairman of the district credit partnership. After completing short-term courses, he has been working as the head of the financial department of the Ust-Abakan district executive committee for a year and a half. In 1930 he joined the CPSU (b) . In the same year, he began to work as chairman of the Ust-Abakan district executive committee. Then - the assistant prosecutor, prosecutor, judge in different regions of the Khakass Autonomous Region. From 1937 to 1940 at the journalistic work - deputy editor, editor of the regional newspaper “Banner of the Soviets” of the Shirinsky district [3] .
Since 1940, at the leading party and state work - Secretary of the Regional Committee of the CPSU (b) of the Khakass Autonomous Region for Personnel, First Secretary of the Ust-Abakan District Committee of the CPSU (B), Deputy Chairman of the Khakass Oblast Executive Committee. In 1941-1943 - student of the Higher Party School under the Central Committee of the All-Union Communist Party of Bolsheviks .
From February 26, 1952 to 1954 - Chairman of the Executive Committee of the Regional Council of the Khakass Autonomous Region. On January 26, 1954, he was elected First Secretary of the Khakass Regional Committee of the CPSU . In 1958, the Khakass Autonomous Region celebrated the 250th anniversary of the annexation of Khakassia to Russia [4] . From July 1959 to March 1961 he was again chairman of the executive committee of the regional Council of the Khakass Autonomous Region. Then - the chairman of the regional committee of the trade union of agricultural workers (1962-1969).
Member of the Supreme Council of the USSR 4th convocation (1954-1958). Delegate of the XIX , XX Congresses of the CPSU (1952, 1956).
In 1948, V. I. Kolpakov , first secretary of the Ust-Abakan district party committee, was awarded the title Hero of Socialist Labor for obtaining a high grain crop. He was awarded the three Orders of Lenin, the Order of the Red Banner of Labor.
