Andrei Anatolievich Teteruk ( Ukrainian: Andriy Anatoliyovich Teteruk ; born May 15, 1973 ) - Ukrainian military commander, colonel, commander of the volunteer battalion of the special police patrol service “ Peacekeeper ” [1] of the Main Directorate of the Ministry of Internal Affairs of Ukraine in the Kiev region. People’s Deputy of Ukraine of the 8th convocation from the Popular Front Party [2] .

Biography

Born May 15, 1973 in Vinnitsa . In 1990, he graduated from secondary school No. 12. From 1990 to 1994, he studied at the Moscow Higher Combined Arms Command School named after the Supreme Council of the RSFSR , after which he served for five years under the contract in the Russian Armed Forces in the Far East as platoon commander, motorized rifle company commander and reconnaissance commander companies [3] .

In 1999 he moved to Ukraine and took Ukrainian citizenship, where he began his career at the Ministry of Internal Affairs in military unit No. 3028 ( Kalinovka , Vinnytsia Region ). He went from a fire support platoon commander to a special forces company commander. He was a senior assistant to the chief of staff, deputy chief of staff [3] .

In October 2003, he completed an internship in the fight against international terrorism at the Police Academy named after Hosni Mubarak ( Egypt ). In 2004-2005, he served in the UN peacekeeping mission in Kosovo [4] . He was the deputy commander, chief of staff of a special peacekeeping unit of the Ministry of Internal Affairs of Ukraine [3] .

In 2006-2007, he was part of the second peacekeeping mission in Kosovo, after which he retired and headed the security department of one of the shopping centers in Kiev [3] .

In 2011, he graduated from the Vinnitsa Trade and Economic Institute of Kiev National University of Trade and Economics with a degree in organization management, after which he founded the company OP Special Equipment LLC for the production of tankers [3] .

Participation in ATO

In early March 2014, after the annexation of Crimea to Russia , Teteruk volunteered for the military commissariat. On May 23, 2014 he was appointed commander of the battalion of the patrol service of the special police “Peacekeeper” of the Main Directorate of the Ministry of Internal Affairs of Ukraine in the Kiev region [5] . The battalion included military personnel with military experience and officers of the Ministry of Internal Affairs [6] . On July 11, 2014, the Mirotvorets battalion was sent to the anti-terrorist operation zone [7] .

Teteruk, along with 70 fighters [8] left the Ilovaysky Cauldron [9] days, kept one of the key points - the car depot [10] .

In August 2014, along with other commanders of volunteer units (the commander of the Azov regiment Andrey Biletsky , the Dnepr-1 regiment Yuri Bereza , battalion Evgeny Deidey , the Artyomovsk battalion Konstantin Mateychenko and others) entered the the composition of the military council of the Popular Front, a special body called upon to develop proposals for strengthening the country's defense system [11] . In October, at an early parliamentary election, he was elected People's Deputy of Ukraine of the 8th convocation from the Popular Front Party (No. 5 on the electoral list). The first deputy head of the faction, from 01/14/2015 to 02/02/2015 (after leaving Alexander Turchinov at the National Security and Defense Council), he actually acted as the head of the faction.

On November 3, 2015, during a discussion of the bill on the register of military servicemen on the rostrum of the Rada, a skirmish occurred between speaker Teteruk and deputy Alexandra Kuzhel . On November 5, while continuing the conflict near the reception of the Chairman of the Verkhovna Rada, Teteruk hit Kuzhel with a glass bottle on the head, causing her concussion [12] . Kuzhel said that during the incident, Andrei Teteruk was drunk and all the time verbally abused her [13] . In this regard, the Fatherland faction demanded that he add up a deputy mandate [14] . Teteruk was summoned for questioning by the Prosecutor General of Ukraine [15] [16] .

In October 2016, Teteruk complained about the low salary received by the deputies: “We need to go abroad. You need to look like a Ukrainian politician. Why should I depend on whether I have money to travel abroad or not? Why should I ride in the same suit that I bought, for example, two years ago? It’s one thing when the minimum wage is received, sorry, by the janitor who sweeps the yard and the People’s Deputy, who is responsible for the further development of the situation in the country with his decisions. Responsibility is completely different ” [17] [18] .

In November 2016, Andrei Teteruk and his colleague on the Popular Front, Sergei Pashinsky, refused to test mortar shells of Ukrainian production M120-15 Molot (developed on the basis of the Soviet 2B11 ), which the Ukrainian military repeatedly complained about unreliability [19] [20 ] ] .

Former Deputy Minister of Information Policy Tatyana Popova accused Anton Gerashchenko , Andrei Teteruk and Dmitry Tymchuk of pressure on journalists from Verkhovna Rada deputies from the Popular Front in connection with criticism of the publication of these journalists on the Mirotvorets website. Popova said: “A campaign has begun to build up hatred of journalists and me, threats. We filed complaints with the police, to no avail. Then there was the sealing of glass in the car of Radio Liberty , when they were filming at the Ministry of Internal Affairs. Such things do not allow me to stay ” [21] [22] .

November 1, 2018 was included in the list of Ukrainian individuals against which the Russian government imposed sanctions [23] .
