Three months after taking up this position, Igor Rainin was awarded the title "Honored Economist of Ukraine" [2] . Rainin managed to reform the tender supply of food for kindergartens, schools, orphanages and nursing homes. Food suppliers were companies of business partners of the deputy head of KHOA, while product quality deteriorated, and the price increased by 20-35% [3] .

From February 3, 2015 to August 29, 2016 - Chairman of the Kharkiv Regional State Administration (KHOGA) . In July 2015, representatives of the Kharkiv Public Lustration Chamber announced that Rainin did not provide sufficient information about his professional activities and could not go through the “public lustration procedure” [4] .

One of the priority activities of Rainin as head of the Kharkov region was international cooperation. An agreement was signed with the American Chamber of Commerce [5] , the E-Government project [6] was launched through the British Embassy, ​​and the Kharkiv Region Office opened in Washington [7] . An agreement was also signed on cooperation between the Kharkiv region and the Chinese province of Heilongjiang [8] [9] .

In June 2015, Ukrainian News photo correspondent Bogdan Bortakov during a meeting of the Verkhovna Rada recorded a conversation between a deputy from the Vozrozhdeniye party Vitaliy Khomutynnik and Kharkov officials. Issues were resolved through communication by mobile phone , including via SMS . First, the deputy of the Kharkov City Council and the head of the administration of the Frunze district of Kharkov Tatyana Topchiy appealed to the people's deputy, complaining that the governor was not calling her. In response, Khomutynnik promised "to remind him," after which he called the Kharkov Guber Igor subscriber and told him several phrases. Khomutynnik later admitted the fact of this communication, specifying that he helped solve the problems of the residents of the district. However, Ukrainian journalists raised the question of why the head of the district could not get through to his immediate superior, the governor Rainin, without the Verkhovna Rada deputy [10] [11] [12] .

According to the political scientist, director of the sociological service “Ukrainian Barometer” Viktor Nebozhenko, the appointment of Igor Rainin to the post of head of the Presidential Administration of Ukraine means the beginning of the transition to the creation of an informal presidential republic:

The president doesn’t need personalities near him, and Boris Lozhkin claimed some kind of personal influence. Now the head of state needs people who could help form a regime of personal power. <...> We have embarked on the path of creating an informal presidential republic . And for this we need a new Administration, without flirting in the direction of the Maidan , democracy , parliament, and so on [14] [15] .

Political analyst Vladimir Fesenko believes that under Igor Rainin, the presidential administration will turn into a center for the implementation of personal instructions of Petro Poroshenko:

The real head of the administration is the president himself. The situation is now radically different from what happened under Yanukovych and Yushchenko . No gray cardinals - all decisions are made by the president himself. Since Rainin has much less political weight and experience than Lozhkin, he will be even more a performer than Lozhkin [16] .

Scandals

After the appointment of Igor Rainin to the post of governor of the Kharkov region, the manufacturer of hydraulic and steam turbines Turboatom began to purchase from the Educational and Scientific Industrial Center “Labor Protection” LLC, the founders of which were the parents of the head of the region - Lev (general director of the enterprise) and Anna Rainin. In 2011-2012, Igor Rainin was also listed among the founders of this company, and in 2005 Yulia Svetlichnaya worked on it. In 2015, Turboatom purchased goods worth 654 thousand hryvnias (mainly electric welder suits and information stands) from three Labor Protection contracts under three contracts, despite the fact that the prices of some of these goods significantly exceeded the price level in open sources. Also among the purchasers of Rainin’s parents’s company was Kharkovoblenergo Joint-Stock Company, where Labor Protection delivered goods for 200 thousand hryvnias (tarpaulin gloves , fire extinguishers , rubber mats, etc. ) [17] [18] [19] [20 ] ] [21] .

In February 2017, the Kharkov Anti-Corruption Center published a draft decision of the Kharkov City Council, according to which the city authorities were supposed to transfer ownership of Sintobud ZSK to a land area of ​​1.5123 ha at Jasmine Boulevard , 17. This company was founded by representatives of the environment of Igor Rainin (Oleg Bazarnenko, Valery Kutsenko, Denis Ostapenko, Vitaliy Yatsyuk and Alina Platonova), and in March 2014 Rainin himself worked in it. The purpose of obtaining the site is the construction and maintenance of apartment buildings [22] [23] [24] [25] . After the publication of this information, the cooperative refused to receive land [26] .

November 1, 2018 was included in the list of Ukrainian individuals against which the Russian government imposed sanctions [27] .

In 2015, Igor Rainin declared 923.570 hryvnias, out of this amount 128.17 thousand hryvnias was the salary, the rest is “income from the alienation of movable and real estate”. The head of the Presidential Administration owned an apartment of 74.3 m² [28] [29] . Rainin also indicated cash: 30 thousand dollars, 200 thousand hryvnia, 15 thousand euros; the wife of Anna had 10 thousand dollars and 50 thousand hryvnias in cash [30] [31] [32] .

Igor Rainin is married, has a son. The wife is engaged in small business. Son Anatoly took 34th place among juniors in the ranking of European tennis players , but since 2016 he has not taken part in competitions. Anatoly also indicates on his Facebook profile that he is a student at the Moscow Higher Institute of Management, although he was officially enrolled in the Yaroslav the Wise Kharkiv National Law University [34] [35] . —— A number of media and public figures expressed the opinion that Igor Rainin had an affair with his deputy in the Kharkiv Regional State Administration, Yulia Svetlichnaya . In the summer of 2015, private correspondence between the governor and his first deputy got on the Internet . Rainin called the laid out materials “fake” [36] [37] . Despite this, in the Kharkiv region this information became an open secret , and on Valentine's Day in 2016, local sites and blogs were filled with satirical congratulations to Rainin and Svetlichnaya [38] [39] [40] [41] . After Rainin transferred to the post of head of the Presidential Administration, Svetlichnaya headed the Kharkiv region, becoming the youngest governor in the history of Ukraine (32 years) [42] . According to Kharkov journalists, after the publication of an article about hacked mail, representatives of the Kharkov Regional State Administration began to exert pressure on them. Rainin himself suggested that journalists could collaborate with the DPR . Under pressure, the material was removed from the site [43] [44] .
