He was vice governor of Kentucky from 1967 to 1971, and was elected state governor in 1971. In 1974, he received a seat in the US Senate, was considered one of the most effective legislators, was elected by party members the leader of the deputy group of Democrats in 1991. Left the Senate in 1999.
