The election of deputies of the State Council of the Republic of Komi of the sixth convocation was held in the Republic of Komi on September 13, 2015 on a single voting day .

Elections were held according to a mixed electoral system : out of 30 deputies, 15 were elected by party lists ( proportional system ), the other 15 - by single-mandate constituencies ( majority system ). To get to the state council according to a proportional system, the parties had to overcome the 5% barrier . The Council of State was first elected for 5 years (previously the term of office was 4 years).

According to the results of the election, out of 30 deputy mandates, 26 received candidates from United Russia - 14 in single-member districts and 12 (from 58%) in a single party district, 2 mandates - from Just Russia candidates - of which 1 (from 11.59%) in a single district, and the Communist Party and LDPR candidates 1 in a single district (from 7.4% and 10.02%, respectively).

Preparation

In July it was reported that 105 electoral associations had the right to take part in the elections: 74 political parties, 31 of which had a regional branch in Komi [1] . In support of the nomination of candidates and lists, it was necessary to collect voter signatures. The number of signatures required for registering candidate lists is 0.5% of the number of voters registered throughout the Komi Republic. The number of signatures required to register a candidate nominated in a single-mandate constituency is 3% of the number of voters registered in the territory of the respective constituency. [2]

Five parties were exempted from collecting signatures: United Russia, the Communist Party, the Liberal Democratic Party, Fair Russia, and Yabloko [3] .

Members

Party List Elections

As of August 3, 2015, nine electoral associations nominated lists of candidates: the Communist Party, Communists of Russia, Patriots of Russia, Rodina, United Russia, Fair Russia, the Liberal Democratic Party, the Revival Party of Russia, and Yabloko [ 3] . On August 6, 2015, the Renaissance Party of Russia was refused registration of the list. The reason for refusal is not to provide the documents necessary for registering the list of candidates [4] .

Eight parties participated in the elections according to the proportional system: Communist Party of the Russian Federation, “Communists of Russia”, “Patriots of Russia”, “Rodina”, “United Russia”, “Fair Russia”, LDPR, “Yabloko”. In total, their lists totaled 295 candidates. [five]

Single-member constituency elections

58 candidates were elected in 15 single-member constituencies of the republic, among which 15 candidates were nominated by United Russia, 13 by Fair Russia, 12 by the Communist Party, 12 by the Liberal Democratic Party, 2 by Rodina, and 1 by Yabloko. Three candidates are self-nominated. [7]

Three parties (EP, SR and LDPR) used the elective technology “steam locomotive” or “tugboat” - their leaders were headed by well-known leaders who obviously did not claim a deputy mandate and after the victory abandoned it in favor of their little-known party members. So the current (at that time) head of the Komi Republic, Vyacheslav Gaiser, transferred the mandate to Valentina Terekhova, leader of the Just Russia party Sergey Mironov to Tatyana Saladina, deputy of the State Council of the previous convocation, Vladimir Zhirinovsky, leader of the LDPR regional branch, who was detained on October 7, 2015 on suspicion of selling deputy seats.

In addition, the mandate of the State Duma deputy from "United Russia" Vladimir Ponevezhsky was transferred to the director of SLI, Valentina Zhideleva, and the mandate of the deputy head of the Komi Konstantin Romadanov, who, having been arrested together with Vyacheslav Gaiser, did not manage to resign as a member of the Government of the republic, the rector of the Komi Republican Academy of Public Administration and management (CRAGSU) Nina Nesterova. Single-mandate constituency results

In 14 single-member constituencies, the majority of voters supported the candidates from the United Russia party. In the Northern constituency No. 5, the victory was won by a candidate nominated by the Just Russia party, who was supported by 37.71 percent of voters.
