He graduated from the Moscow State Institute of International Relations (MGIMO) of the USSR Ministry of Foreign Affairs (1963) and the Higher Diplomatic School of the USSR Ministry of Foreign Affairs (1974). Candidate of historical sciences . He speaks English , German and Spanish .
