Local government
The current charter of the city was adopted by the Duma on January 31, 2008. Recent changes to the Charter of the city were made by a decision of the City Council of Pyatigorsk on April 24, 2014 [20] .
- City Council
The City Council of Pyatigorsk consists of 33 deputies elected on the basis of a majoritarian system in three-member constituencies by universal, equal and direct suffrage by secret ballot. Deputies of the Duma of the city of Pyatigorsk exercise their powers, as a rule, on an intermittent basis. The term of office of the City Duma is 5 years.

The history of urban governance is part of the history of Pyatigorsk and is inextricably linked with the processes taking place in the social life of society. Pyatigorsk city public self-government originates from the 1830s. In 1838, Maxim Simonov became the first head.
In 1893, new bodies of city self-government were created - the City Council and the City Government. The urban management system is being improved. The volumes of construction and economic development are increasing.
In 1918-20, power in Pyatigorsk passed into the hands of various warring parties. In Soviet times, the institute of secretaries of the city party committees was established, which lasted until 1991. With the transition to a new state system, city administration is carried out by the head of the city or administration.
