The first market in which seafood was traded appeared on this site in August 1924. However, its modern history dates back to 1945 - it was built by the Koreans, who were engaged in the extraction and trade of fish and shellfish, who fled to Busan from the north of the peninsula after the occupation by Soviet troops. The name of the market is believed to have come from the word chagal ( cor. 자갈 - gravel ), because during the Korean War the surroundings of the market were surrounded by gravel.

In the 1960s, clashes between government officials and street vendors took place in the vicinity of the market; in 1969, the Busan trade union of fish and seafood traders was founded here. The result of the resolution of the conflict was the construction in 1970 of a three-story building, which allowed to preserve the market in this place. The building was first renovated in January 1986, and in August 2006 was completely rebuilt: two underground floors and seven above ground floors were built.

The modern building has seven above-ground floors, on its roof there is a covered terrace ("heavenly park"), where seagulls often fly and where people often want to watch them come. Some sections of the walls of the building are made of glass. Trade in fish and seafood takes place on the ground floor of the building, as well as in its surroundings from street stalls. Most sellers are women. The ground floor also has spacious rooms with sea views. On the second floor, there is a trade and preparation of fish dishes, first of all - sashimi . The third and fourth floors are given for offices, on the fifth and sixth there are fish restaurants, on the seventh - guest rooms.
