Biography
Yakov Balmasov was born in 1891 .
He joined the RSDLP (b) in March 1917, was one of the organizers of the Lyubertsy party. In November 1917, he was a member of the Lyubertsy Revolutionary Committee ( Moscow province ).
Since 1923, at party and Soviet work in Kaluga . In 1925-1926, Chairman of the Kaluga Provincial Executive Committee.
The delegate of the XIII Congress of the RCP (b) (May 23-31, 1924) and the XIV Conference of the RCP (b) (April 27-29, 1925).
