Born in the Stolin district of Brest region. He graduated from the Pinsk Accounting and Credit Technical School in 1980 (specialty - “Accounting in savings banks”). In 1985 he graduated from the Belarusian State Institute of National Economy. Kuibyshev (at present - the Belarusian State Economic University ) with a degree in finance and credit, subsequently raised his qualifications there. In 2001 he defended his thesis for the degree of Candidate of Economic Sciences, the topic of his dissertation was “The Monetary Union of Belarus and Russia: Economic Prerequisites and Consequences”.
He worked in the Stolbtsovsky , Berezinsky , Volozhinsky branches of the USSR State Bank economist, deputy manager and manager, respectively (1985-87). In 1988-91 he headed the Volozhinsky branch of the Agroprombank of the USSR, after its restructuring - the head of the Belagroprombank branch (1991-93). From 1993 until 2010, he was Deputy Chairman of the Board of the National Bank of the Republic of Belarus (1993–99) and First Deputy Chairman of the Board (1999–2010). In 2010-14, he was the Chairman of the Board of the Open Joint-Stock Company Belvnesheconombank (Bank BelVEB OJSC) .
On December 27, 2014, he was appointed Chairman of the Board of the National Bank of the Republic of Belarus [1] . The former head of the National Bank of Belarus, Stanislav Bogdankevich , who worked with Kallaur for several years, positively characterized his appointment and highly appreciated his professionalism, but indicated that in a new position his actions may be limited by the need to take into account government requirements [2] . Economist Jaroslav Romanchuk compared Kallaura with a doctor to treat the Belarusian economy, but noted that economic decisions in a country are often not made by the head of the National Bank [3] . Immediately after being appointed to the new post, Kallaur announced his intention, first of all, to ensure stability in the foreign exchange market without detriment to the banks and the real sector of the economy [4] . At the end of four years at the head of the National Bank, experts include the progressive liberalization of the foreign exchange market, and record-low inflation [5] and the refinancing rate [6] among the significant achievements.
