Biography
Born March 31, 1959 in the village of Nikolaevka, Taishet district, Irkutsk region [3] [4] .
Graduate of the Perm Polytechnic Institute in 1981. In 1994 he graduated from the Moscow Law Institute of the Ministry of Internal Affairs of Russia , and in 1998 - from the Academy of Management of the Ministry of Internal Affairs of Russia [2] .
Career
Since 1983 - Inspector of the Criminal Investigation Special Commandant No. 4 in the city of Berezniki, Perm Region, then the senior detective, later deputy chief of the criminal investigation department, head of the city police department [2] .
Since 1993 - the head of the district department, later the head of the Department of Internal Affairs of the city of Solikamsk [2] .
Since 1999 - Head of the Criminal Investigation Department of the Central Internal Affairs Directorate of the Perm Region [2] .
Since 2002 - First Deputy Head of the Main Directorate of Internal Affairs of the Perm Region , Head of the Criminal Police Service [2] .
In 2003, Buchnev was awarded the title of “Major General of the Police” after a business trip to Chechnya, where for 6 months he was the head of the criminal police service and the deputy head of the temporary combined group of bodies and units of the Ministry of Internal Affairs of the Russian Federation in the North Caucasus [2] .
Since September 17, 2004 - Head of the Department of Internal Affairs in the Kirov Region [2] [5] .

Doom
On January 3, 2015 he returned from vacation to his workplace and shot himself with premium weapons [2] . The body of Buchnev was discovered by his secretary, who heard a shot. The Investigative Committee of the Russian Federation began a preliminary investigation into the death of the general [6] .
According to the deputy of the State Duma of the Russian Federation, Alexander Khinshtein , immediately after the holidays a criminal case should have been instituted against the general under article 285 of the Criminal Code of the Russian Federation (“Abuse of official powers”): it was assumed that Buchnev illegally appropriated 3 apartments for himself [7] . “We are talking about apartments that the general appropriated for himself in the places of his former service - in Kirov and Perm,” Hinshtein said in an interview with the Moskovsky Komsomolets newspaper [8] .
In turn, a source in law enforcement agencies told the TASS news agency that the Ministry of Internal Affairs had no complaints about the minister’s work [6] .
The Governor of the Kirov Region, Nikita Belykh, tweeted that on December 31 he had a conversation with Buchnev: “On December 31, when we congratulated each other on the New Year, we agreed to meet. He was in a great mood ... ” [9] .
In February 2015, the Investigative Department of the Investigative Committee of the Russian Federation completed a preliminary investigation in the case of Buchnev’s suicide. According to the investigation, the act of bringing him to suicide by threats, ill-treatment or systematic humiliation of human dignity did not take place. It was decided not to initiate a criminal case due to the absence of a crime event [10] .
