The real state adviser - the civil rank of the 4th grade of the Table of Ranks (1724-1917, Russian Empire), gave the right to hereditary nobility . Corresponded to the ranks of major general in the army and rear admiral in the navy, and also (in 1809) to the court rank of chamberlain . It was titled " Your Excellency ."

Persons with this rank held the posts of department directors, governors , and city ββgovernors . In 1880, the number of persons holding the rank of State Councilor was 2040 people, and by the end of the 1890s, there were already 2687 people [2] .
From the middle of the 19th century, the rank of full-time state adviser was in the first of four groups (from the 1st to the 5th grade), which brought together representatives of the bureaucracy who determined the course of state policy. Representatives of this rank had high salaries (350 rubles per month). [3] Patriarch Alexy I told the following joke: βOne high official is buried. The deacon prays: "... for the repose of the servant of God ..." - and someone in the crowd says: "What kind of" servant of God is he, if he is a real state councilor? "" [4] .
For the production in the rank of a valid state adviser, a service life of 10 years has been established since the previous rank was received. Subsequently, the possibility of obtaining this rank after length of service of a certain number of years was abolished. The main condition for assigning a rank was formulated as follows:

The rank of current state councilor was abolished by the Council of People's Commissars on November 23, 1917, by decree on the destruction of estates and civil ranks [5] .
