Biography
Vitaly Bakhmetyev was born on August 12, 1961 in the city of Magnitogorsk, Chelyabinsk Region, in a family of metallurgists. My father’s grandfather, Mikhail Fyodorovich Bakhmetyev, was born in the village of Bessonovka, Penza district, Penza province , together with his wife Evdokia Fedorovna, arrived in Magnitogorsk, worked in the iron foundry of the Magnitogorsk Iron and Steel Works , a participant in the Great Patriotic War [1] . Father Viktor Mikhailovich Bakhmetyev (1938-2007) - crane operator in one of the sheet-rolling shops of the Magnitogorsk Iron and Steel Works [2] [3] [4] .
In 1978, Bakhmetyev joined the Magnitostroy trust as an electrician. In 1984, Vitaly Bakhmetyev graduated from the Magnitogorsk Mining and Metallurgical Institute with a degree in foundry production of ferrous and non-ferrous alloys. In the same year, he transferred to work as a moulder at the MMK shaped and foundry workshop. Subsequently, Bakhmetyev was a worker, foreman, and then senior foreman, until in 1992 he was appointed head of the steel-foundry workshop of the Mars mechanical repair plant [5] .
In 2009–2011, he worked as the General Director of the coal company Belon OJSC. From 2011 to 2014, Vitaly Bakhmetyev served as Deputy General Director for Commerce of OJSC MMK [6] . In addition, Bakhmetyev was a deputy of the Magnitogorsk city assembly of deputies of the third convocation.
Political Activities
Acting Mayor of Magnitogorsk
On the day of Yevgeny Teftelev ’s resignation, at his own request, Bakhmetiev was elected acting head of the city of Magnitogorsk , he held this post until the elections in October 2015 [7] . He was recommended by Teftelev to this post [8] .
Vitaly Bakhmetyev was recommended for the post of head of Magnitogorsk due to the fact that he was previously a deputy of the Magnitogorsk city assembly of deputies, he knows the city life, as well as the specifics of Magnitogorsk [9] .
Vitaly Bakhmetiev promised to pay special attention to the problems of cleanliness and improvement of the city of Magnitogorsk [10] .
Head of Magnitogorsk
On October 28, 2015, at a meeting of the Magnitogorsk City Assembly of Deputies, Vitaly Viktorovich Bakhmetiev was elected head of the city of Magnitogorsk, receiving twenty-six votes out of thirty-one possible [11] .
March 11, 2016 Vitaly Bakhmetyev was registered as a participant in the primaries (preliminary voting) of the United Russia party for subsequent nomination in the State Duma of the Russian Federation [12] . Bakhmetyev himself substantiated his decision by the need to amend legislative acts in the field of housing legislation, as well as municipal services [13] .
Legislation
From 2016 to 2019, during the execution of the powers of a deputy of the State Duma of the VII convocation, he co-authored 35 legislative initiatives and amendments to draft federal laws [14] .
Rewards
Vitaly Bakhmetyev was awarded the Certificate of Merit of the Governor of the Chelyabinsk Region, a medal of the Order of Merit for the Fatherland , II degree, as well as the Order of Honor of Peter the Great.
