The flag was approved by the law of the Pskov Region dated December 28, 2018 No. 1916-OZ [1] and entered on February 20, 2019 in the State Heraldry Register of the Russian Federation with assignment of registration number 12153.

Description
“The flag of the Pskov region is a rectangular cloth of blue color with a ratio of width to length 2: 3 carrying an image of a hand, cloud and leopard from the coat of arms of the Pskov region in flesh, white and yellow colors using darker shades. Along the shaft there is a white strip 1/7 of the width of the cloth, along the right edge of which is an ornament of triangles corresponding to the Pskov architectural decoration “runner”. ”
The flip side of the flag of the Pskov region is a mirror image of its front side.
History
Of all the subjects of the federation, the Pskov region was the last in the Russian Federation to set its own flag.
On April 29, 2004, by resolution of the Pskov Regional Assembly of Deputies No. 736 [2] , it was decided to reject the draft law of the Pskov Region “On the Flag of the Pskov Region” introduced by deputy Pavel Nikolaev. The flag was an image of a golden leopard on a red background. According to the author, the proposed flag symbolizes the continuity of generations - "the leopard comes from the kings, the red color from the Soviet government." In addition, "always in Russia, the red color was considered beautiful" [3] .
On May 25, 2004, by order of the Administration of the Pskov Region No. 416-p [4] , a working group was created to draft draft laws of the Pskov Region on the flag and coat of arms of the Pskov Region, chaired by the Deputy Head of the Administration of the Region and Chairman of the Heraldic Council under the Administration of the Region Alexander Kotov, who It was instructed to ensure the development of these bills by September 1, 2004.
On February 26, 2009, members of the Committee on Legislation and Economic Policy of the Pskov Regional Assembly considered a new draft law “On the Flag of the Pskov Region”. The flag was a blue rectangular cloth, in the center of which there was a walking yellow leopard with black spots, a black tip of the nose, a yellow tongue and teeth; in the upper part of the panel, close to its edge - the image of a hand (hand of God) emerging from the clouds.
According to the deputy governor of the Pskov Region, Alexander Kotov, the Heraldic Council under the President of the Russian Federation took part in the development of the flag and the heraldic council on the elements of the flag and the banner had no objections, only black spots on the leopard caused controversy. In the process of discussion, the flag was criticized as not reflecting either the future or the present Pskov region. The spots on the leopard were compared with the spots of a patient with chickenpox or hives, the leopard himself was accused of cannibalism and the fact that he does not live in the Pskov region, etc. In general, the dampness of the project was noted and it was decided to postpone consideration of this issue in order to study everything the regimental banners in the history of the Pskov Region and, attracting historians and local historians, once again think about the flag [5] .
On December 22, 2014, at a meeting of the Public Chamber of the Pskov Region, a new draft flag of the Pskov Region was considered, which was presented by the deputy of the State Duma of the Russian Federation Alexander Vasilyev . As a result of the review, the Public Chamber decided to submit a bill on the flag of the region for consideration by the Pskov Regional Assembly of Deputies in January - February 2015.
The flag passed preliminary examination at the Heraldic Council under the President of the Russian Federation and was highly appreciated, in particular, it was noted that the project was drawn up at a high heraldic level, meets all the requirements for signs of this kind, does not cause any objections and comments.
The flag is a blue cloth with white and yellow edges that repeat the outline of the crown of Prince Dovmont , the legendary defender of Pskov . In the center of the banner is a leopard whose tail, like that of a natural prototype, does not end with a brush (unlike the leopard on the Pskov flag ).
The authors were the following: Secretary of the Guild of Heraldic Artists Dmitry Ivanov, Chairman of the Guild of Heraldic Artists, Member of the Heraldic Council under the President of the Russian Federation Mikhail Medvedev, Vice-Chairman of the Guild of Heraldic Artists, Member of the Heraldic Council under the President of the Russian Federation, Honored Artist of the Russian Federation Mikhail Shelkovenko.
On December 28, 2018, the Law on the Flag of the Pskov Region was adopted, which entered into force on January 8, 2019 [6] [7] .
Flags of municipalities
As of January 1, 2016, there were 136 municipalities in the Pskov Region - 2 urban districts , 24 municipal districts , 25 urban and 85 rural settlements .
According to article 4 of the Charter of the Pskov region, the region has its own flag. [8] However, the law establishing this flag has not yet been adopted.
