Penal isolation ward ( SIZO ) - a department of the correctional institution where the cells for violators of the detention regime are located. Placed in a punishment cell is significantly limited in rights.
So, he is forbidden to date, phone calls, receive parcels, programs and parcels, purchase any products, smoke, is forbidden to bring food and personal items, with the exception of basic necessities (toothpaste, toilet paper, soap, towel and so on) [1] .
The maximum term of detention in the isolation ward is 15 days. Punishment is not applicable for disabled people of group I, pregnant women and women with children under the age of three in the child’s home .
The legal regime of the isolation ward is disclosed in Art. 118 of the Criminal Executive Code : “Conditions of detention of persons sentenced to deprivation of liberty in punishment isolators, cell-type rooms, single-cell rooms and single cells” [2] .
A pre-trial detention center is one of the most severe punishments in correctional facilities , which makes it different from solitary confinement cells and cell-type rooms. They have already allowed short-term visits, the receipt of parcels, transfers and parcels, the expenditure of funds is allowed, although these rights are significantly limited.
Penalty Isolators in the USSR
In the Soviet period, the punishment in the punishment cell was more severe. Until 1988, there was a reduced rate of nutrition. The convicts were provided with food every other day, for which they received the name from the prisoners - torture by hunger. Those imprisoned in the isolation ward were forbidden to walk, they were not given bedding, a mattress. Basic clothes were taken from the prisoners in the isolation ward and a special cotton suit was given out. This situation existed until 1992, after the adoption of the new penitentiary legislation, many restrictions were lifted [3] .
