Biography
Born June 4, 1975 in Ryazan .
In 1992 he graduated from the Ryazan Cooperative School with a degree in Organization of Commercial Activities and Commodity Science. In 1997 - Moscow University of Consumer Cooperation in the same specialty. After graduation, he remained at the university, where from 1996 to 2003 he held various positions: from the chairman of the student union committee to the vice-rector for work with youth and social issues.
In 2003, he transferred to the Central Union of Consumer Societies of the Russian Federation to the post of deputy head of the personnel department and organizational and mass work, where he rose to the position of deputy and then manager of affairs of the Central Union.
In June 2008, he was appointed Chairman of the Committee for the Development of Entrepreneurship, the Consumer Market and Services of the Ryazan Region . In the same year he completed graduate school at the Russian University of Cooperation .
In November 2012, Bulekova was appointed to the post of Minister of Economic Development and Trade of the Ryazan Region. In June 2013 - to the post of First Deputy Prime Minister of the Ryazan Region.
On November 27, 2014, in connection with the resignation of the powers of the previous mayor of Ryazan - Vitaly Artyomov , Oleg Evgenievich was nominated by the presidium of the political council of the regional branch of the United Russia party as a candidate for the competition for filling the post of mayor of the city. Bulekova’s candidacy was unanimously approved by the political council. The Governor of the Ryazan Region Oleg Kovalev, in turn, supported the candidate, noting "the high results of his work in the regional government." [one]
December 17, 2014 at a meeting of the Ryazan City Council by secret ballot Oleg Bulekov was appointed to the post of mayor of Ryazan . [2] 33 deputies voted for this decision, 4 against, while it is known that the Communist Party faction voted against his candidacy. [3]
On September 14, 2017, the City Duma satisfied Bulekov’s declaration of resignation of his own free will. [four]
Criticism
In 2015, the Just Russia party activists painted road holes with caricatures depicting Bulekov’s face [5] [6] . The mayor gave the order to paint over graffiti, but the pits remained untouched, which caused criticism of State Duma deputy Sergei Mironov [7] . Later, the pits were asphalted [8] .
