Ekaterina (Eka) Zguladze ( Georgian. ეკატერინე ზღულაძე ; born on June 18, 1978 , Tbilisi ) is a Georgian and Ukrainian statesman and political figure.

Biography

Early years

Ekaterina Zguladze was born in Tbilisi in 1978.

She spent her childhood in Mtatsminda , she studied at Tbilisi school number 47 on Chitadze Street [1]

In 1992 she received a scholarship program Freedom Support Act and studied for a year at an American school in Oklahoma, USA. She continued her studies at Tbilisi State University, at the Faculty of International Journalism. [1] After graduation, she worked as a translator in international organizations.

In 2004–2005, she worked in the Georgian branch of the US government agency Millenium Challenge Corporation - The Millennium Challenge Organization - Georgia.

Work in the government of Georgia

In 2005, at the age of 27, she was appointed deputy minister of internal affairs of Georgia [1] , then became the first deputy minister of internal affairs, and held this position until 2012. While working at the post of deputy minister, Zguladze repeatedly reported to the press and the public the official point of view of the Georgian Interior Ministry. [2] [3] [4] Took an active part in the reduction and restructuring of the Georgian police during the Saakashvili - Bendukidze reforms [5] .

From September 20 to October 25, 2012, Zguladze served as Minister of Police and Public Order of Georgia, after the resignation of Minister Bacho Akhalai as a result of a scandal over torture in the Gldani prison . [6] Resigned along with the government of Merabishvili after the victory of the opposition in the 2012 elections .

December 13, 2014 Zguladze received the citizenship of Ukraine by decree of the President of Petro Poroshenko . [7] Citizenship was associated with her possible appointment as Deputy Minister of Internal Affairs of Ukraine . [7] At the same time, information about the disagreement with this appointment of the Minister of Internal Affairs of Ukraine Arsen Avakov [8] was circulated, but the adviser to the Ministry of the Interior Anton Gerashchenko denied this information. [9]

December 17, 2014 at a meeting of the Cabinet of Ministers Zguladze was appointed first deputy minister of internal affairs of Ukraine. [10] The appointment provoked a negative reaction from Georgian Prime Minister Irakli Garibashvili [11] .

On December 25, 2014, at a briefing at the Ministry of the Interior, Zguladze reported on the likely imminent renaming of the police to the police, on the priority reform of the patrol service, and on the upcoming recruitment to a new type of police school. [12] On January 21, 2015, commenting on the preliminary results of submitting applications to the patrol service, reported that about 11,000 applications were filed during the first two days of recruitment, including more than 30% of women [13] . The creation of the first unit took about six months and on June 13, 2015, Zguladze presented to the press the personnel of the new Kiev police patrol [14] . The service is subdivided into four battalions, officers of the special unit Sokol have been appointed to the posts of the commanders of the battalions [14] .

Entered the top 100 world thinkers of 2015 according to the American Foreign Policy magazine in the category of those who fought the challenges the best [15] . Journalists and experts included Eku Zguladze in the “special forces of reform” group - a team of foreign reformers who held key government positions in Ukraine in the government of Arseniy Yatsenyuk in 2014–2016.

According to the declaration posted on the website of the Ministry of Internal Affairs of Ukraine, in 2015, Eka Zguladze received income from Ukrainian sources in the amount of about 165 thousand hryvnias, and from foreign sources about 33 thousand euros [16] .

On May 11, 2016, Zguladze resigned from the post of First Deputy Minister of Internal Affairs of Ukraine [17] . The Cabinet of Ministers of Ukraine made a decision on the resignation of Eka Zguladze at her request [18] . On the same day, Eka Zguladze stated that she remains in the reformers team of the Ministry of Internal Affairs of Ukraine and will lead a specially created advisory group [19] .

On February 13, 2018, Deputy Minister for Temporarily Occupied Territories and Temporarily Displaced Persons, Yuri Grymchak, said that Eka Zguladze had refused Ukrainian citizenship and resumed Georgian citizenship [20] [21] .

Personal life

At the age of 20 she married a famous Georgian showman Georgy Palavandishvili, divorced after 12 years of marriage. [22] In 2011, she married French journalist and director Rafael Glucksmann , an adviser to Mikhail Saakashvili [23] and the son of the famous philosopher and writer Andre Glucksmann . In the second marriage, Ekaterina Zguladze had a son, Alexander. [24] The second marriage also ended in divorce.
