Biography
Angel Nour was born in a family of Moldavian small-local noblemen [1] .
He participated in the Russian-Turkish war of 1806-1812 on the side of the Russian Empire , rose to the rank of captain .
In 1817, the first elections to the Chisinau City Duma were held. At meetings in Moldavian, Russian, Bulgarian, Greek and Jewish societies, one representative was elected [2] . The first mayor was elected by the Duma - the “Moldavian service captain” Angel Nour [3] .
Belonging to the nobility of the mayor played to the benefit of Chisinau and provided support to the economic undertakings of the City Duma from the side of the first leader of the nobility of Bessarabia, Dmitry Riscan, and the governor of Bessarabia, Scarlat Sturdza [1] .
He was actively engaged in the improvement of Chisinau , which received the status of a city in 1812 .
During 1818 - 1819, the first entertainment venues were opened - the city casino and the restaurant "Green Tavern" (Hanul verde), and the first large mansions were built in the city center.
In 1825, Dmitry Lovchinsky became the mayor of Chisinau [4] .
