Stop and frisk ; Stop-Question-and-Frisk program is a police practice in New York in which city police officers stop and interrogate hundreds and thousands of pedestrians, searching them for weapons and smuggling. Program rules are described in New York State Criminal Procedure Law in section 140.50, which are based on a decision by the US Supreme Court in the Terry v. Ohio (1968) case. [1] [2] [3]
Within the framework of the program, from 2006 to 2012, about 500 thousand people stopped annually, in 2011 684 thousand people were stopped; almost 90% of them were innocent. [1] [4] [5] Most of them, about 85%, were African-American or Hispanic, which sparked public criticism of the program, demonstrations against it, and lawsuits against the police. [1] [4] [5] [6] Some judges concluded that some of the searches were not based on reasonable suspicions of criminal activity. [7] [8]
Between 2004 and mid-2012, 4.4 million stops were made under the program, about half of which included a search. About 10% of those arrested were arrested, and 1.5% of those searched were found to have weapons by the police [8] . From 2006 to 2013, the police also created and kept a database of the names of people stopped by the program [8] .
