Biography
A Jew of Judaism, son of Nohim Leybovich Shapiro, a merchant from the 1st guild of Windau. He studied at the Libau Gymnasium, at Moscow, then at Yuriev University. [1] 1st guild merchant, timber merchant [2] . Placed in the local press articles on social policy. Member of the Constitutional Democratic Party .
In 1907 he was elected to the Second State Duma from the general composition of electors of the Courland provincial electoral assembly. He was a constitutional democratic faction. Commissioner: on freedom of conscience, by public education.
He emigrated to England, where he was alive until World War II, when he was bombed in London [3] .
