Biography
In 1918 he graduated from the city elementary school, in 1927 - one course of the labor school, in 1929 - an incomplete secondary school. Since August 1930, he worked in economic and party posts in Leningrad [1] .
- 1932-1933 - Head of the Human Resources Department of the Oktyabrsky District Committee of the Komsomol of Leningrad,
- 1933-1937 - Instructor, Deputy Head of the Human Resources Department of the Leningrad Regional Committee of the CPSU (B.).
Since the end of 1937 Nikolaev lived and worked in Vologda .
- 1939-1940 - secretary
- 1940-1942 - Second Secretary of the Vologda Regional Committee of the CPSU (b).
Since April 1942, he worked as the first secretary of the Vologda regional committee of the CPSU (b), and since January 1945 - the first secretary of the Arkhangelsk regional committee of the CPSU (b). In June 1949 - June 1952, Nikolaev held the post of second secretary of the Leningrad Regional Committee of the CPSU (B.).
June 17, 1952 was elected first secretary of the Smolensk regional committee of the CPSU. He failed to cope with the difficult post-war economic situation of the Smolensk region, in connection with which, on January 21, 1954, he was removed from his post and sent to work as deputy chairman of the Kuybyshev Executive Committee of the Regional Council of Deputies [1] .
In 1958 he graduated in absentia from the Higher Party School under the Central Committee of the CPSU and since March of that year he worked as the department head in the Council of Ministers of the RSFSR. Since March 1961, he worked as head of the general department of the Central Committee of the CPSU.
Member of the Central Committee of the CPSU (1952-1956). He was elected deputy of the Supreme Soviet of the USSR of the 2nd and 3rd convocations [1] .
He died on March 29, 1973 [1] .
Awards and titles
He was awarded the Order of Lenin , the Red Banner of Labor , World War 1 degree and a number of medals [1] .
