Biography
Born on March 3, 1908 in the village of Kapustin Yar, Astrakhan province . He was left without a father early, and soon after graduating from elementary school, due to the plight of his family, he was sent by his mother to an orphanage. He joined the Komsomol and later moved along the Komsomol line. In 1931 he graduated from the Faculty of Economics of Saratov State University , in 1934 - graduate school under him, after which he worked at the same university [1] .
Since February 1940, he worked as the head of the propaganda and agitation department of the Saratov regional committee of the CPSU (b). June 21, 1941, he defended his thesis.
During the Great Patriotic War, he worked in party posts in Saratov. In the fall of 1944, by a decision of the Central Committee of the CPSU (b), he was sent to work in the Smolensk region, worked as secretary of propaganda for the Smolensk regional committee of the CPSU (b), second secretary of the regional committee [1] .
On December 11, 1948, after being transferred to Moscow, D.M. Popov was appointed to the post of first secretary of the Smolensk regional committee of the CPSU (b). On May 7, 1951, by a decision of the Central Committee, as having failed to fulfill his duties, he was dismissed.
Later he lived and worked in Saratov . He headed the Department of Inorganic Chemistry at Saratov State University from 1960 to 1965, which laid the foundation for research on the physicochemical analysis of binary liquid systems, which introduced methods of precision refractometry and electrical conductivity.
He died in 1969 [1] .
