Biography

Baltaev R. B. was born in 1917 in the Tashkent region (now the territory of the Mirzo-Ulugbek district of modern Tashkent ) of the Uzbek SSR in a peasant family. In the family, he was the youngest of 5 children.

After graduating in 1940 from the medical faculty of the Tashkent Medical Institute, he worked as a dermatovenerologist.

War years

On July 16, 1941, Baltaev R. was called up by the October RVK of the Uzbek SSR to the ranks of the Soviet Army. Immediately after the outbreak of war, he was sent to the army as a senior military doctor of the Infantry Regiment No. 1292, 113 infantry divisions. In the army, he held the posts of senior doctor of the regiment, commander of the 201st separate health battalion. He fought on the Western Front , the South-Western Front , the Steppe Front (later the 2nd Ukrainian Front ), and the 3rd Ukrainian Front .

The first award of Baltaev R. was the medal "For Military Merit" [4] . According to the award sheet [5], the medal was awarded for “organizing the removal of more than 200 people from the battlefield. According to the Central Archive of the Ministry of Defense of the Russian Federation, for four days of fighting, the medical battalion took up to 1,500 wounded, of which more than 50% underwent active surgical treatment. Post-war years

According to the newspaper "Pravda Vostoka" No. 283 (10953) of December 3, 1959, after demobilization from the Soviet Army, Baltaev RB He worked as a researcher at the Uzbek Scientific Research Dermatovenerologic Institute [10] , head of the Frunzensky district health department in Tashkent. In 1950, he was sent to work in the city of Karshi as the head of the Kashkadarya regional health department, where in the difficult post-war years he clearly showed his organizational abilities, carried out comprehensive work to improve the population of the Kashkadarya region, and to combat various diseases ( trachoma , tuberculosis , skin and skin venereal, mental illness , etc.), work with personnel.

"Until 1952, there was no trachomatous service in Kashkadarya region . In September 1952, the first tracheomatous dispensary with 50 beds was opened in Karshi , reorganized 2 years later into a regional trachomatous dispensary. In 1954, Baltaev R. B. was appointed to the post of head of the health department of the Council of Ministers of the Uzbek SSR.

In 1955, after the Kremlin's Medical and Sanitary Administration was transformed into the 4th Main Directorate under the USSR Ministry of Health (April 24, 1953) in the Uzbek SSR, a decision was made to organize the 4th Main Directorate of the Ministry of Health of the Uzbek SSR.

Baltaev was appointed the first head of the 4th Main Directorate of the Ministry of Health of the Uzbek SSR. The construction of the new capital building of the Central Hospital No. 1 of the Ministry of Health of the Uzbek SSR (now the Central Clinical Hospital No. 1 of the MCO), which was thoroughly built and in a short time, was a new thing that the first head of the 4th Main Directorate had to master. In 1958, on the initiative of R. B. Baltaev, an artesian well was developed in Central Hospital No. 1 for the extraction of mineral water, which is used to treat patients. For the needs of the Central Hospital No. 1, from 1956 to 1959, the most modern medical equipment and medical equipment for those times was purchased. tools.

Baltaev devoted his main attention to the selection and placement of personnel, inviting both the talented youth and the famous scientists of the Uzbek SSR to work in the 4th General Directorate as consultants. In 1956-1959, patients of the prof. Berliner B.I. prof. Maksumov S.A., prof. Vasilenko L. D., prof. Umidova Z. I., prof. Fedorova P.I., prof. A. Akovbyan , prof. Pavlova O.N., prof. At the Central Hospital No. 1 of the Ministry of Health of the Uzbek SSR, all the leaders of the Uzbek SSR underwent treatment, and if necessary, members of government delegations from other countries underwent examination and treatment. The legendary American singer and actor Paul Robson also visited and received treatment at this hospital in the 50s.

In the same period, Baltaev R. B. prepared a dissertation on the topic: “The influence of the dust factor on the health of workers of the Ferghana silk-winding factory”, but he did not manage to defend it because of his death.

Baltaev died on December 2, 1959 after a short but serious illness.
