Biography
Born on February 19, 1972 in the city of Biysk, Altai Territory.
In 1989 he was drafted into the Armed Forces of the USSR. In 1993 he graduated from the Novosibirsk Military Combined Arms Command School , after which he served in the border troops on the Russian-Mongolian border as deputy chief of the 4th border outpost to work with personnel of the Aktash border detachment of the Trans-Baikal border district.
In June 1994, at his personal request, he was transferred to the Group of Russian Border Troops in the Republic of Tajikistan and was appointed deputy chief of the 3rd Border Outpost to work with the personnel of the airborne assault maneuver group of the Moscow Border Detachment. He participated in the hostilities on the defense of the Tajik-Afghan border from bandit groups and armed smugglers of the drug mafia.
In August 1994, in connection with intelligence reports on the strengthening of detachments of Afghan and Tajik militants and the general aggravation of the situation, a small detachment under the command of Lieutenant Tokarev was deployed in the vicinity of one of the outposts, and Tokarev himself was appointed senior Turg temporary border post.
On the evening of August 18, 1994, detachments of Tajik militants numbering about 100 people [1] (according to other sources, more than 200 people supported by Afghan mujahideen [2] ) attacked the frontier post. A battle ensued, during which 15 attacks were repelled. When, after dark, the militants tried to covertly make their way to the outpost in one of the inaccessible sections, Tokarev with two fighters advanced in front of them and opened machine-gun and machine gun fire. The group was surrounded, took up a circular defense . With the threat of capture of one of the fighters, Tokarev advanced close to the enemy, destroyed several militants, but died. In total, seven border guards died in that battle, more than ten were injured.
He was buried in the Walk of Fame of the Biysk city cemetery.
For courage and heroism shown in the performance of military duty, by Decree of the President of the Russian Federation No. 1965 of October 3, 1994, Lieutenant Tokarev Vyacheslav Vladimirovich was awarded the title Hero of the Russian Federation (posthumously) with the Golden Star medal (Medal No. 91).
He was awarded the Order "For Personal Courage."
