Biography

Born November 23, 1893 in Velizh (now - Smolensk region ) in a Jewish family.

He began his career at the age of 14, working in Riga as a clerk. In 1918 he was admitted to the RCP (B.) , In 1919 he volunteered for the Red Army and during the Civil War he served in the 5th Army as the commissar of the headquarters. In 1924 he graduated from the Law Faculty of Moscow State University . He was involved in cooperation with the GPU and in February 1925 he left for economic intelligence in Germany to work in the Soviet Trade Representation. In 1929 he was recalled to Moscow for retraining and subsequent transfer to Germany for illegal intelligence.

In the early 1930s, Fedor Karpovich headed the illegal residency in Germany. He had access to people who had access to documents of the Ministry of Foreign Affairs and the leadership of the National Socialist Party of Germany. To legalize in this country, Parparov first had a Romanian passport, which he later exchanged for Costa Rica documents. Wife Raisa Iosifovna and son Leo [2] also received documents from Costa Rica. In early 1938, in connection with the betrayal of V. Krivitsky , he was recalled to his homeland and on May 27 of the same year, at the direction of Beria, he was arrested and was under investigation until June 1939. He was released due to lack of corpus delicti and for several months he sought reinstatement at work in the foreign department (INO) of the NKVD . As a result of the petition of the new chief of intelligence P. Fitin , he was enrolled in the states of the INO with the rank of major of state security, corresponding to the army colonel . At the beginning of 1940 he left for Estonia , performing on the eve of World War II and assignments in the Baltic states .

In June 1941, Parparov was enlisted in the Special Group of the 4th Directorate under the NKVD , but in October he was returned to foreign intelligence and sent through Iran illegally to Switzerland. Unable to obtain a Swiss entry visa, he was recalled to Moscow and again worked in the 4th Directorate of the NKGB of the USSR. In 1944, as a specialist in Germany, he was transferred to the Main Directorate for Prisoners of War and Internment of the NKVD of the USSR. After the war, he took part in the preparation of the Potsdam Conference , the Nuremberg Trials and other events for organizing the activities of the Soviet military authorities in Germany.

He was dismissed in the summer of 1950 and for some time headed the military department at Moscow State University.

He died in Moscow in 1959. An urn with ashes was buried in the columbarium of the Don cemetery .
