Yuri Vyacheslavovich Afonin (born March 22, 1977 , Tula ) is a Russian politician . Member of the State Duma of the Federal Assembly of the Russian Federation of the VII convocation , First Deputy Chairman of the Committee on Natural Resources, Property and Land Relations since October 5, 2016 .

Biography
Born March 22, 1977 in Tula .
Education
In 1999 he graduated from the History Department of Tula State Pedagogical University .
In 2007, he graduated from the Academy of Public Administration under the President of the Russian Federation with a degree in jurisprudence [1] .
Deputy Activities
In 2000, he was elected to the Tula Regional Duma . In 2004, he amended the regional law "On the peculiarities of agricultural land turnover", which prohibited the sale and purchase of agricultural land in the Tula region until 2015.
In 2004, re-elected deputy of the Tula Regional Duma as the leader of the regional party list of the Communist Party [1] .
In 2007, he was elected to the State Duma of the Federal Assembly of the Russian Federation according to the list of the Communist Party of the Republic of Bashkortostan. He worked in the State Duma Committee on Youth Affairs.
In 2011, he was elected to the State Duma as part of the first three of the Communist Party’s party list. He worked as deputy chairman of the State Duma committee on physical education, sports and youth affairs.
On September 18, 2016, he was re-elected to the State Duma.
On October 5, 2016, at the first meeting, he was elected First Deputy Chairman of the State Duma Committee on Natural Resources, Property and Land Relations [2] .
Since May 27, 2017 - Deputy Chairman of the Central Committee of the Communist Party [2] .
Political Work
In 1998, he headed the restoration of the Komsomol organization in the Tula region [3] .
In 1999-2000, he was a leading specialist in the economics committee of the city administration of Shchekino and the Shchekino district of the Tula region.
Since 2002 - Secretary of the Tula Regional Committee of the Communist Party, since 2008 - First Secretary of the Tula Regional Committee.
In November 2003, he was elected first secretary of the Central Committee of the Union of Communist Youth.
In April 2004, at the plenum of the Union of Komsomol organizations, he was elected head of the executive committee of the SKO-Komsomol.
From 2004 to 2017 - Secretary of the Central Committee of the Communist Party .
At the XIII Congress of the Communist Party of the Russian Federation held in Moscow on November 29-30, 2008, he was elected to the secretariat of the Central Committee of the Communist Party [4] . At the XV Congress of the Communist Party of the Russian Federation (February 23, 24, 2013) he was elected a member of the Presidium of the Central Committee of the Communist Party.
